Qualifications

• Middle East project experience, preferably in Saudi Arabia

Responsibilities

• Lead and manage all commercial and contractual activities for the Roads & Highways project
• Administer contracts per FIDIC and client requirements
• Oversee cost management, budgeting, forecasting, and cash flow
• Manage variations, claims, change control, and final accounts
• Identify, assess, and mitigate commercial and contractual risks
• Support procurement strategies, subcontractor negotiations, and contract awards
• Prepare and review commercial reports, payment applications, and financial statements
• Provide strategic commercial advice to the Project Director and senior management
• Ensure compliance with WSP policies and local regulations
• Mentor commercial and quantity surveying staff

Job description

WSP is seeking an experienced Commercial Manager to support a major Roads & Highways construction project in Riyadh. The successful candidate will be responsible for managing all commercial, contractual, and financial aspects of the project, ensuring effective cost control, risk management, and compliance with contract terms throughout the project lifecycle.

This is a senior role requiring strong leadership, deep understanding of large-scale infrastructure projects, and extensive experience in the Middle East construction market.

Responsibilities

• Lead and manage all commercial and contractual activities for the Roads & Highways project
• Administer contracts in accordance with FIDIC and client requirements
• Oversee cost management, budgeting, forecasting, and cash flow for the project
• Manage variations, claims, change control, and final accounts
• Identify, assess, and mitigate commercial and contractual risks
• Support procurement strategies, subcontractor negotiations, and contract awards
• Work closely with project management, engineering, finance, and legal teams
• Prepare and review commercial reports, payment applications, and financial statements
• Provide strategic commercial advice to the Project Director and senior management
• Ensure compliance with WSP policies, client standards, and local regulations
• Manage and mentor commercial and quantity surveying staff

Qualifications

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Commercial Management, or a related discipline
• Professional membership (RICS, MRICS, or equivalent) is highly desirable
• Minimum 15 years of experience in commercial or contract management within the construction industry
• Proven experience on large-scale Roads & Highways infrastructure projects
• Strong experience working with international consultants and contractors
• Solid knowledge of FIDIC contracts and claims management
• Middle East project experience, preferably in Saudi Arabia, is strongly preferred
