Overview
Our client, an international operating company, is seeking a Production Utilities Storage and Loading Day Superintendent for a major project in Mozambique, to be based in Milan with a view to moving to site as project needs dictate.
Responsibilities
During Engineering phase:
- Review engineering documents and ensure they are coherent and aligned with Company expectations.
- Develop and write production procedures.
- Participate in defining start-up sequence, considering flare emission reductions.
- Participate in Hazop and engineering reviews, DCS FATs, and alarm reduction activities.
- Develop and implement production processes (PTW, inhibitions, downgraded situations, safety tours, logs, Simops).
- Develop the list of production tools.
- Implement digital solutions (digital twin, PI, etc.).
- Recruit and train production staff, with emphasis on Mozambican personnel.
During Operation phase:
- Ensure the safety of personnel, environmental protection, and the technical integrity of equipment within the role’s scope; implement HSE rules and follow procedures.
- Maintain good housekeeping of CCR, offices, kitchen, storages, and site; ensure equipment is appropriately stored.
- Participate in near-miss analyses, HAZOPs, technical reviews, risk assessments, safety audits, RCAs, incidents and accidents analyses.
- Formally record all downgraded situations.
- Perform the roles defined by the Company Work Permit System and SIMOPS management plans.
- Perform the roles defined by the Company Emergency Response Plan.
- Provide timely Production Methods support to Production Shift teams to ensure safe and efficient operations by:
- Work closely with Shift teams to guide and assist in troubleshooting process upsets/incidents, perform necessary technical analyses and provide corrective actions and solutions, and identify lessons learned.
- Provide day-to-day instructions and Production Control support.
- Guide and participate in plant optimization activities.
- Participate in developing and evaluating Modification Proposals with Technical Support (Process) and follow up until closure.
- Provide guidance and explain operational modifications to Shift Teams.
- Develop, review, and update Operating Procedures and Guidelines.
- Develop and manage Isolation and Spading plans, LO/LC registers, and operator rounds/checks.
- Provide guidance and share knowledge based on experience from other LNG plants.
- Coordinate and prioritize planned work on Utilities, Storage and Loading with Maintenance & Inspection staff to meet plant production targets and shipping programs (including weekly maintenance planning through to major Shutdown planning).
- Ensure proper shutdown planning and coordination and effective handling of emergency situations, providing required support for safe and efficient execution.
- Organize permit meetings with concerned parties and control opening of PTWs for critical jobs.
- Carry out regular safety and plant integrity audits (PTW system, firefighting equipment, equipment conditions).
- Provide assistance via work request notifications and material requisitions to support plant operations.
- Provide coverage for the Shift Production Superintendent during planned or unplanned absences and assist during plant upsets and/or emergencies.
- Keep records of Utilities, Storage and Loading activities.
- Check logs of Shift teams to ensure accuracy.
- Prepare written reports on plant trips, abnormal operations, and accidents/dangerous occurrences to inform relevant parties.
- Support development of employees and especially Nationals to maximize performance for the company.
- Identify and plan training needs and coordinate implementation of training plans with Shift Production Superintendent and Supervisors.
- Set annual objectives for subordinates and review regularly; perform end-of-year appraisals.
Qualifications and Experience required
- Excellent knowledge of oil & gas / LNG production processes and methods.
- Excellent knowledge of Utilities, LNG Storage & Loading operations.
- Excellent ability to troubleshoot process problems and upsets.
- Excellent knowledge of HSE and Environment Management systems.
- Excellent knowledge of PTW systems in the Oil & Gas Industry.
- Strong knowledge of Emergency Response systems and plant emergency handling.
- Good knowledge of computer Windows Office applications.
- Excellent command of written and spoken English.
- Bachelor’s degree in Applied Science or Chemical Engineering or equivalent with international standard and solid experience.
- Experience:
- Minimum 20 years of specific production experience in oil, gas, or petrochemical industries.
- Minimum 10 years in Senior Production positions.
- Minimum 10 years in Utilities and LNG Storage and Loading.
- Excellent leadership.
