Hill International provides program, project, and construction management services for clients in a range of sectors undertaking major construction projects across the world.

Position Title: Naval & WCR Engineer

The Naval & WCR Engineer is to perform naval architecture assessments and manage the platform weight control program during the design of a fixed offshore wellhead platform, ensuring compliance with safety, stability, structural, and transportation requirements. The candidate is foreseen to be accountable for the following areas.

General Description of Role and Responsibilities
Naval Architecture Duties
  • Review the conducted naval architecture analyses for load-out, transportation, lifting, and installation of the jacket and topside of the wellhead platform.
  • Review the provided hydrodynamic analysis, intact and damage stability calculations, and motion response analysis through computer aided programs.
  • Consent to the defined marine operational limits and support the preparation of load-out, transportation, and float-over (if applicable) procedures.
  • Verify vessel and barge capabilities, sea fastening requirements, and ballasting plans.
  • Review and validate marine spread selection and lifting configurations for offshore installation (lifted or launched platforms).
Weight Control Responsibilities (WCR)
  • Review and consent/maintain the established project weight control system and reporting process across all platform components (topside, jacket, piles, conductors).
  • Collect and verify weight data from all engineering disciplines and vendors.
  • Classify and track weights as per the breakdown structure: dry weight, operating weight, temporary weight, etc.
  • Manage weight growth margin, center of gravity (COG) control, and update weight databases.
  • Issue regular weight reports, trend analyses, and forecasts to project and client teams.
Coordination & Interface
  • Interface with structural, mechanical, and layout teams to manage loads and equipment center of gravity locations.
  • Work closely with lifting/marine contractors, fabrication yards, and transportation engineers.
  • Coordinate with installation and construction teams to ensure accurate loadout and installation weight estimates.
Standards & Documentation
  • Ensure compliance with applicable standards such as DNV-ST-N001, API RP 2A, ISO 19901-5, and project-specific weight control guidelines.
  • Review and consent to marine operation deliverables including marine operation summary reports, WCR reports, weight control philosophy, and stability booklets.
Skills and Competencies
  • Proficiency in naval analysis tools (MOSES, OrcaFlex, GHS, AutoHydro, SESAM, etc.).
  • Strong knowledge of platform stability, marine operations, lifting/transportation engineering.
  • Advanced Excel skills and weight control database management.
  • Familiar with structural design loads and center of gravity implications.
  • Clear communication, report writing, and interdisciplinary coordination skills.

Qualifications, Experience, Knowledge and Skills
  • Bachelor of Science Degree (BSc) in Naval Architecture or Marine Engineering from an accredited university.
  • Work experience of ten (10) years in the field of sought discipline after earning the BSc degree.
  • Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 3–5 years spent on offshore projects.
  • Excellent spoken and written English including proven ability to write specifications and reports.
