Job description
Overview

The waste and linen services manager is responsible for delivery of high quality, safe, efficient and waste management and linen/laundry provision to patients, staff and visitors across the organisation. They will provide professional specialist management support on a day-to-day basis for the waste collection operatives and linen room assistants. You will work alongside the facilities management team, to ensure services are undertaken safely and in line with the trust's waste management and Laundry policies, that promotes the provision of safe quality care. Undertake regular waste and linen room management audits, identifying non-compliance with legislation, Trust policy and best practice. Work closely with Trust managers to monitor and control all waste streams, ensuring strict compliance. The post holder is a key member of the Facilities Management Team and, at the discretion of the Senior Facilities Manager, may undertake projects and weekend and out-of-hours work together with other duties in addition to key responsibilities of the role.

Main duties of the job: The Post holder will support the deputy facilities manager and provide operational oversight of waste and linen services practices and performance. To work as part of the Facilities team in delivering a high quality, responsive and effective waste collection and laundry service in line with the Trust's waste and laundry management strategic direction. To effectively manage waste and laundry services collections with trust nominated contract providers. Responsible for the management, monitoring and control of waste throughout the Trust, provide assurance to the Facilities Manager the Trust is fully compliant against HTM 07/01 Safe Management of Healthcare Waste and other waste legislative requirements, including Recycling, WEEE, Hazardous, Confidential and Domestic waste. Introduce and monitor key requirements in line with the recently revised National clinical waste strategy 2023. Monitor waste segregation target of 20:20:60 (for HTI, AT and OW respectively). Provide assurance to the head of facilities that the Trust is fully compliant against HTM 01-04: Decontamination of linen for health and social care, NHS national cleaning guidance, PLACE, Matrons Charter, and CQC outcomes.

Responsibilities
  • To manage all areas of the Waste and linen room services on a daily basis, demonstrating safe high levels of care whilst effectively using resources.
  • To liaise with Management on service provision and respond to additional requests inside or outside the normal routine.
  • To be point of contact for resolution of operational issues relating to Waste and Linen room services.
  • Attend mandatory training and any other training deemed necessary to carry out the role.
  • Ensure the Trust remains compliant with statutory commitments and current legislation for Waste; appraise new legislation and advise Senior Management accordingly, to meet obligations at an acceptable level of risk.
  • Develop and implement waste control measures and schemes to meet targets set by NHS Executive & Audit Commission; reduce environmental pollution; ensure compliance and efficient service operation.
  • Plan ad hoc waste and decommissioned furniture requests, coordinate tasks efficiently and cost-effectively, including office relocation within the Trust; ensure fire exits are clear of obstruction.
  • Ensure linen and laundry services are coordinated efficiently; monitor daily stock issues and ordering systems to suit service needs.
  • Work independently and as part of a team; observe Trust policies overseen by facilities for example Waste management and linen/infected laundry policies.
  • Report and escalate risks, issues and incidents to the deputy facilities manager and propose solutions.
  • Drive efficiencies across areas of responsibility and foster continuous improvement.
  • Oversee financial control expenditure; authorised signatory responsibilities in line with local purchasing ledger.
  • Review and implement recommendations from external inspections (HSE, CQC, EA, external auditors); action recommendations in a timely manner.
  • Assist the deputy facilities managers with risk assessments to ensure safety of staff, patients and visitors.
  • Monitor clean laundry deliveries, address issues, and create remedial action plans as required.
  • Assist with data collection for annual statutory submissions and required returns (ERIC, PAM & PLACE).
  • Plan waste collection porters and linen room team rotas with the waste manager to ensure adequate staffing for responsive service delivery.
Qualifications and Experience

Essential

  • Management diploma/degree or equivalent professional experience.
  • Evidence of continual professional development.
  • GCSE Grade A-C in Maths and English or equivalent.

Desirable

  • Membership of CIWM Facilities Management or equivalent; IOSH or NEBOSH qualification.
  • Willing to undertake required training (COSHH, Infection Control, Health & Safety, Manual Handling, E&D, Fire Safety).
Experience

Essential

  • Extensive experience in Waste management at a managerial level, ideally within NHS or large organisation.
  • Experience of managing waste disposal contracts within hospitals or large organisations.
  • Experience in a similar waste-related role within a healthcare setting.

Desirable

  • Interest in environment and sustainability; ability to shoulder responsibility as a waste manager.
Skills and Knowledge

  • Excellent interpersonal, written and verbal communication skills for broad internal/external audiences.
