Working Hours: 37 hours weekly

Salary: Starting Salary is £51,356 (Level one) rising to £54,495 per annum (pro rata for part-time)

About the Role

The Waste and Cleansing Compliance Manager plays a critical role in ensuring that all legal, statutory, and regulatory obligations across Domestic and Commercial Waste and Cleansing services are met with integrity and precision. Acting as a strategic partner to Service Managers, the postholder leads the development and implementation of robust compliance frameworks that support financial governance, capital recharging, grant funding criteria, and national waste principles such as simpler recycling and net burden.

This role is responsible for designing and managing comprehensive compliance programmes, overseeing procurement processes from specification through to contract performance, and driving continuous improvement through audits, reporting, and staff training. The manager prepares high-level reports for senior leadership, Boards, and Committees to inform strategic decisions and ensure transparency and value for money.

Additionally, the postholder monitors health and safety compliance across Waste and Cleansing operations, identifying risks, recommending improvements, and addressing training gaps to uphold a safe and effective working environment.

About You

The ideal candidate will have:

  • Strong financial acumen, with proven experience in applying financial regulations and frameworks to support budget control, financial sustainability, and capital recharging within a public sector environment.
  • Extensive knowledge of legal, statutory, and regulatory compliance related to waste and cleansing services, with the ability to lead and embed collaborative compliance practices across operational teams.
  • Demonstrated expertise in procurement and contract management, including developing specifications, managing supplier relationships, ensuring compliance with procurement legislation, and working closely with Service Managers to oversee budgets of up to £12 million annually.
  • Proven ability to drive operational improvements, through detailed reviews, implementation of business process enhancements, and development of performance frameworks to monitor cost efficiencies, risks, and strategic targets.
  • Excellent communication and stakeholder engagement skills, with experience preparing and presenting reports to senior leadership, Boards, and Committees, and resolving complex internal and external queries professionally and effectively.
