TTR Regional Delivery Manager London/Hybrid 6-month contract £781.00 p/d Umbrella

About the role: As the TTR Regional Delivery Manager you will directly manage projects as well as oversee the delivery of other regional TTR projects through TTR Project Managers. The TTR programme is responsible for delivering solutions to meet Trade and Transaction Reporting requirements from regulators globally, therefore the projects are typically required to be delivered to a fixed compliance date and will often require initiation and mobilisation whilst regulatory requirements remain draft, and a level of ambiguity.

You will be familiar with regional (and perhaps broader) TTR regulations and have extensive experience of working closely with internationally based colleagues across the Business, Regulatory Change, Technology, Operations, Regulatory Compliance, and other areas critical to delivery. You will have comprehensive and proven project management skills, and developing programme management skills, that can be readily adapted to operate within the HSBC change framework and ways of working, as well as aligning to the overall business strategy. Senior Stakeholder management and communication will be second nature to you, and you will manage effective communication and stakeholder plans.

Key Responsibilities
  • Working with the MSS Business, Regulatory Oversight, IT, and Compliance to assess the impact of new TTR regulatory changes on the MSS business.
  • Prioritisation of the Regional TTR book of work in-line with regulatory commitments, stakeholder demand, budget and global programme objectives.
  • Oversight / management of projects within the TTR regional book of work to scope, quality, schedule and cost parameters agreed with TTR stakeholders and TTR Regulatory Change Lead.
  • Securing commitment from teams and workstreams contributing to the project outputs and overseeing their delivery.
  • Producing and maintaining plans, RAID, cost control, resource forecasts, status reporting, governance materials, specifications, and other change artefacts in-line with the HSBC change framework.
  • Orchestration and running of regional book of work and project governance forums in order to brief senior stakeholders and secure project decisions where required.Maintaining a clear and objective view on regional book of work and project status with associated status drivers and path to green.
  • Line management and leadership of some members of the regional TTR change team, including Project Managers and BAs.
Experience / Skills
  • Delivery Experience: 10+ years proven end-to-end project/programme delivery
  • Experience running large, complex regulatory programmes
  • Ability to manage multiple workstreams simultaneously
  • Strong capability to operate at both: Oversight level (governance, reporting, RAID, resourcing) Detail level (hands-on problem solving when required)
  • Regulatory Expertise: Good working knowledge of trade and transaction reporting regulations across 2-3 regions (e.g., EMIR, MiFID II, SFTR, CFTC, MAS, HKMA) Demonstrated ability to interpret regulatory requirements and drive compliant solutions
  • Financial & Programme Scale: Experience delivering programmes in the £8-10m / USD equivalent annual spend range Comfortable operating in long-running, high-budget programmes
  • Project / Programme Leadership: Strong understanding of project and programme methodology (structured, process-driven) Able to run robust governance, planning, RAID, budgeting, reporting
  • Communication & Stakeholder Management: Excellent communicator at all levels Skilled at engaging and influencing challenging stakeholders Adaptable communication style across Business, Ops, Tech, Compliance, and senior leadership
  • Decision-Making & Confidence: Confident making decisions independently, without escalating unnecessarily Can stand firm against pressure when required ("strong enough to push back appropriately")
  • Outcome Focus: Cares about delivery quality, regulatory compliance, and achieving programme outcomes Deliverables-focused mindset, ensuring projects land on time and to scope
