Overview
Adecco are pleased to be recruiting for a Technical Project Manager to join Thames Valley Police at their Hampshire & Isle of Wight Constabulary, Winchester, Hampshire.
Temporary for 1 year. Full Time, Monday - Friday. Location: Hybrid working, must be within a reasonable commute of Fareham (Hants) and able to attend site regularly, along with attendance at other Hampshire sites as required. £450.00 per day outside IR35. You will be required to be on site approx 2 to 3 days a week in Southampton and travel to Fareham. Please note, due to Police Criteria you must have lived in the UK for at least the last 5 years continuously. Anything less will not be considered.
The overall purpose of the role is the professional management of ICT Projects including assets & resources within Project scope, to ensure that Projects are well managed and controlled to make most efficient use of allocated resources, and maximise delivery of business benefits within Projects, Programmes and/or wider Portfolio.
Responsibilities
- Develop and maintain the allocated Project (covering one or more Forces) to ensure the technical development/delivery, resourcing and vendor management planning is up to date and accurate, in collaboration with the Technical Programme Manager and other senior executives & business representatives.
- Line managed by the Technical Programme Management team leader, but directly accountable to project executives for project deliverables; work closely with ICT Programme Managers.
- Work across ICT functions (Architecture, Service Delivery, Security, Dev/Ops) to ensure the project fits with approved architectures, is secure, and can be operated, managed and supported cost-effectively.
- Ensure that the project, including in-house developments, within the ICT Portfolio delivers the desired outcomes (timescales, costs, quality and benefits enablement).
- Manage allocated projects to deliver required business elements in addition to the technical aspects, including the development and implementation of new or revised business processes.
Job Skills and Qualifications
- Experience in ICT Project Management, having managed ICT projects in a similarly complex environment using an industry-recognised approach such as PRINCE 2.
- Knowledge of principles, methods, techniques and tools for preparation and monitoring of budgets to minimise costs and ensure cost-effectiveness.
- Expertise in methods, techniques and tools for effective management of projects and related activities to achieve planned business benefits.
- Experience in deployment of resources in a dynamic multi-project environment, including reassessment and reallocation to achieve optimum results.
- Knowledge in Project Risk Management with the ability to effectively and efficiently manage risk within the project.
- An industry-wide understanding of IT Architecture, Networks, Cloud Technologies & Infrastructure.
- Expertise in Project Planning and Control Techniques, including WBS, baselining, critical path analysis, earned value, resource analysis, conflict resolution.
- Good written and oral communication skills, ability to work in a customer-focused environment and as part of a team. Flexible, adaptable, and able to solve problems with little direct supervision.
- Experience of developing and delivering projects in similar sized & complex organisations.
- Experience of delivering ICT components related to varying office moves, building re-stacks, new building fit-outs and deployments, and building exits.
- Act as the ICT delivery lead for all ICT aspects of the Hampshire Estates related programme. Must have excellent client facing and stakeholder management skills (up to senior level), and sub-contractor management experience.
- Ability to work independently with minimum supervision while delivering results in line with expectations, following prescribed process, methodology, tools and techniques.
