Responsibilities
- Lead the Council’s road maintenance team in the Cumbernauld area, working with partners, customers and clients to deliver a professional service that maximises resources and positive outcomes.
- Manage the Council’s roads assets and the Capital Works Program, including carriageway resurfacing, footway refurbishment, surface dressing works, VRS replacement and drainage improvements maintenance.
- Oversee statutory roads inspection and assessment regimes; address safety defects and reactive day-to-day works.
- Ensure compliance with the Roads Scotland Act (1984) and that all road works within your area comply with the New Roads and Streetworks Act (NRSWA).
- Develop and manage NEC contract arrangements with contractors and professional service providers; build successful working relationships and monitor progress against milestones and targets.
- Coordinate asset management and planning, including tracking and communicating progress on projects and managing capital and revenue budgets (preparation, monitoring and control).
- Demonstrate leadership with a business and customer-focused approach, identifying opportunities, achieving outcomes, managing change, and maintaining flexibility under changing demands and tight deadlines.
- Maintain a sound understanding of relevant legislation, codes of practice and initiatives; utilise IT and Microsoft Office tools to analyse information, create reports, and present information in public forums as required.
- Travel across North Lanarkshire to fulfil duties, within a dynamic and flexible team operating with agile home-working and office-based locations.
Qualifications
- HND or equivalent in Civil Engineering or relevant subject; ideally with Incorporated Membership of a relevant Institution.
- Proven track record of delivering projects and service priorities, achieving milestones and targets.
- Experience developing successful working relationships with contractors and professional service providers; NEC contract management experience.
- Demonstrable experience in asset management, planning, tracking and communication of progress on projects.
- Capital and revenue budget experience including preparation, monitoring and control arrangements.
- Strong leadership, self-motivation, flexibility, collaboration, and the ability to cope with multiple demands while meeting deadlines.
- Sound understanding of relevant legislation, codes of practice and initiatives.
