Overview
Responsible for the operational management of the building and engineering services on the PFI estate, including staff & sub-contractor management. Ensures engineering maintenance and contract work are carried out to appropriate standards and specifications in line with the Project Agreement. Provides expert building and engineering expertise to estates staff, directors and senior management including external agencies.
Responsibilities
- Undertakes Authorised Person responsibilities in relation to specified systems.
- Support the day to day commercial management of the estate management and operation. Develop, implement and manage energy policies for the estate. Manage operation and implementation of the Permit to Work system and Safe Systems of work.
- Ensure services comply with the Project Agreement, legislative, statutory and HTM requirements.
- Manage a team to ensure the safe operation of all plant and equipment of the hospital site.
- Support Commercial Management of the operational element of the contract, including management of the Performance Monitoring systems and to ensure Contract and Commercial Compliance.
- Deliver cost effective Planned Preventative Maintenance and manage reactive maintenance during normal and outside operating hours; be on call for emergencies 24/7.
- Overall responsibility for the management of the Permit to Work System.
- Contribute to the implementation of an energy strategy, policies and initiatives. Ensure plant is maintained and operated to optimum efficiency and promote energy saving schemes.
- Provide technical and professional support to staff, Engineering Supervisors and SPV/Trust officers to develop a team approach. Authorise competent persons.
- Act as key point of contact with the NHS Trust for estates maintenance services.
- Undertake employee appraisals/performance reviews and identify training and development needs. Manage service desk requests within contractual obligations.
- Lifecycle, Small Works and Projects Management in conjunction with the company Representative and Project Managers.
Knowledge, Training & Experience
- Collect data to analyse estate management, health and safety, legislation and policy; use data to diagnose, fault find, predict and analyse system failures.
- Resolve staff performance issues and shortages; assess compliance with health and safety requirements, carry out risk and COSHH assessments.
- Make sound judgments on a wide range of operational matters, considering legislation, H&S and competing demands.
Planning & Organisational Skills
- Prepare, plan, implement and modify maintenance and procurement programmes to ensure 100% site availability; organise resources to deliver planned programmes.
- Ensure provision of human, technical, financial and training resources is properly planned and organised. Develops long-term strategic estates operations plans.
Physical & Other Requirements
- Use fine tools and equipment; comfortable working in plant areas; able to climb ladders and access confined spaces; capable of light physical effort and working at heights.
- Regularly carry out duties in potentially unpleasant conditions; site visits to maintenance/sewage/pest areas.
- Health and Safety: take reasonable care for own and others’ safety; ensure compliance with statutory regulations and local policies; hold degree-level or equivalent engineering qualifications with specialist energy management knowledge.
Roles & Relationships
- Line manager for estates operational staff; provide training, manage contractors and specialists; promote staff morale and well-being; conduct PDRs and performance development.
- Management of information within the CAFM system; analysis of data related to estates service and energy management.
