The purpose of the Facilities Manager role is to have management and overall responsibility for the client property in line with all Health and Safety, environmental, company procedures related general legislation and client/tenant requirements. This includes ensuring adherence to the budgetary costs and customer service standards.

Key Responsibilities
  • Customer: Develop and maintain excellent client relationships, ensuring high service standards for operational needs; attend client meetings as applicable.
  • Prepare, control and monitor the service agreement in line with the client’s budgetary agreement.
  • Regularly monitor key performance indicators and take remedial action to maintain and improve standards across the full range of buildings.
  • Manage major work programmes on site and act as the liaison point for all parties involved.
  • Produce management reports according to business needs.
  • Liaise with the building manager and procurement to compile external contracts and ensure procurement aligns with Company policy.
  • Monitor FM works on site and liaise with service providers/sub-contractors.
  • Ensure a work order is in place for all jobs completed by the site team prior to work commencing.
  • Attend daily/weekly/monthly meetings as agreed and requested.
  • Manage day-to-day customer relationships with the site team (Senior Technicians & Area Manager).
  • Communicate requests for changes to site scope & services to the Contract Manager.
  • Assist in preparing quotes for additional subcontractor works and upload quotes for client approval.
  • Organise approved additional works with subcontractors up to £30k (greater than £30k classified as a project).
  • Identify opportunities for continuous improvement and inform the Contract Manager/client.
  • Ensure the fabric of the building is maintained to a high standard in accordance with the management contract and budgets.
  • Provide solutions to issues as they arise and support ad-hoc activities as needed.
QHSE & Compliance
  • Be responsible for health and safety compliance on site, including third-party services and maintenance records; maintain log books per Health and Safety requirements.
  • Compile and maintain management information/records related to company, health and safety and related records (asset register, emergency plans, management reports).
  • Ensure regular fire and evacuation drills; update emergency plans and site maps.
  • Liaise with local authorities as appropriate.
  • Proactively manage risk and insurance issues on site.
  • Coordinate with on-site planner for planning/scheduling, including WO allocation to the delivery team.
  • Manage work order completion via client systems.
  • Manage use of Avetta for employee & work order compliance.
  • Ensure site team follow all QHSE procedures; PPE provision, use & inspection.
  • Ensure OP61 (Client review) & OP63 (Contractor Checklist) are completed monthly.
  • Ensure dynamic risk assessments for jobs not covered by CBRE site risk assessments.
  • Escalate if work is requested outside of agreed site scope.
  • Conduct toolbox talks monthly with team sign-off uploaded to eLogbooks; maintain safety spotlights.
  • Hazard reporting: ensure team submits 1 per week per person with timesheet.
  • QHSE & AGM audits: complete actions within timeframes.
  • Incident and accident reporting with follow-up root cause analysis for knowledge sharing.
People
  • Manage site team to ensure appropriate cover; escalate if necessary (including engineer holidays, sickness, parental leave).
  • Obtain customer approval for all engineer & FC overtime; ensure charges back for activities such as late stays, shutdowns, and extra works.
  • Engineer timesheets: authorize and ensure submission to helpdesk by 09:00 Monday with hazards.
  • First point of contact for engineer pay issues; coach engineers to check timesheets before contacting helpdesk.
  • Complete monthly 1:1s with the team; address non-performance and recognize achievements.
  • Ensure inductions and ongoing QHSE & functional training are up to date; assign training in Talent Coach and ensure completion.
  • Log innovations and improvements; assist with recruitment processes as required.
  • Inductions: customer site and CBRE inductions with completion of induction checklists for permanent and agency staff.
  • Attend Contract Manager, FM & all-hands meetings/calls.
Subcontractors
  • Oversee third-party contracts to ensure service standards as per the contract.
  • Manage Avetta supplier compliance, work orders and workers.
  • Request RAMS from subcontractors 2 weeks before due visit date; submit for approval at least 48 hours before service visit.
  • Notify subcontractors of planned visit dates in line with CBRE OP18 and Contract Manager agreement.
  • Ensure passes are approved on Amazon’s Right Crowd and complete full site induction before work commences, including yard access if needed.
  • Ensure subcontractor logbooks are compliant with CBRE/Client procedures and demonstrate this at audits.
  • Review subcontractor worksheets and escalate issues to Contract Manager; liaise on reported defects.
  • Monitor subcontractors per client/CBRE procedures (OP63).

Person Specification/Requirements
  • Formal relevant C&G or equivalent qualification.
  • Previous supervisory experience in a client environment, including line management for company personnel and contractors and management of service agreements.
  • Excellent customer service, interpersonal and communication skills.
  • IT literate with knowledge of industry-specific IT applications.
  • Strong knowledge of Health and Safety legislation; IOSH or NEBOSH qualification preferred.
  • Analytical skills; ability to work in a team and on own initiative; strong organizational and planning skills.
