Job description

We are looking for an experienced and confident leader to manage Birmingham City Council's Disrepair & Litigation Team. You will be responsible for preventing and responding to legal disrepair action, ensuring compliance with legislation and supporting colleagues and partners to protect the Council's position and residents' wellbeing. This role combines technical housing knowledge, contract and repairs understanding, and legal process expertise – making it a key function in reducing risk, improving service delivery and ensuring positive outcomes for tenants.

What You'll Be Doing
  • Manage the team responsible for handling disrepair and litigation cases across City Housing.
  • Act as the focal point for internal services and Legal Services on all disrepair‑related matters.
  • Prepare witness statements, agree court settlements, attend hearings as an instructing officer and provide evidence in court.
  • Monitor and analyse performance, budgets, case trends and service demands, producing reports to drive improvements.
  • Ensure compliance with disrepair legislation, protocols, HR policies and financial regulations.
  • Lead service development, including IT implementation, revised working practices and training delivery.
  • Build strong working relationships with Repairs, Homelessness, Regulatory Services and other stakeholders to prevent cases from escalating, influence strategies to reduce disrepair claims and deliver better maintenance outcomes for tenants.
  • Represent the Council in high‑profile and high‑impact cases.
  • Work closely with technical specialists, legal professionals and operational housing teams.
  • Provide opportunities for development in housing law, service improvement and leadership.
  • Contribute to a customer‑focused and preventative approach to asset management.
  • Shape change in a team focused on delivering quality, compliance and continuous improvement.

You will have a strong understanding of disrepair legislation, building defects & customer‑focused service delivery – alongside the confidence to represent the Council in legal and high‑pressure environments.

Qualifications
  • Practical experience in building construction, repairs and disrepair case management, including relevant legislation (LTA 1985, Homes Act 2018, EPA 1990).
  • Experience leading and developing staff, with strong HR and performance management skills.
  • Ability to prepare high‑quality written submissions including witness statements and legal reports.
  • Excellent communication skills, with the confidence to remain calm and professional in court proceedings.
  • Ability to analyse case data and budget information to drive improvements and risk reduction.
  • Strong collaboration skills, building productive relationships across internal teams and external partners.
  • Proficiency in IT systems including Microsoft Office and case management tools.
