Overview

Job Title: Resident Liaison Officer (RLO)

Location: Carlisle Area

Contract Type: Temp to Perm (Open to discussion)

The programme supports the Social Housing Decarbonisation Fund (SHF) Wave 3 Programme in the Carlisle area. The RLO will act as the primary point of contact between residents and contractors, ensuring tenants are informed and supported during home improvement works. The programme includes works to tenanted properties such as:

  • Installation of new windows and doors
  • External wall insulation
  • Cavity wall and loft insulation
  • Installation of new ventilation fans
  • Re-roofs and other enabling works
Responsibilities
  • Act as the main point of contact for residents regarding planned works.
  • Notify tenants of schedules, expected disruptions, and safety measures.
  • Visit properties to monitor progress, answer queries, and address concerns.
  • Liaise with contractors, project managers, and housing teams to coordinate works.
  • Document resident interactions, complaints, and resolutions accurately.
  • Provide feedback and reporting to the client (Riverside Group) on resident engagement.
  • Ensure compliance with health, safety, and safeguarding procedures.
Qualifications
  • Experience in resident engagement, community liaison, or customer-facing roles, ideally in housing or construction environments.
  • Excellent communication and interpersonal skills.
  • Strong organisation and problem-solving abilities.
  • Ability to handle challenging situations with tact and professionalism.
  • Basic IT skills, including email, reporting, and database use.
  • Knowledge of health & safety in construction or maintenance settings is desirable.
  • Driving licence and access to a vehicle is mandatory - regular travel around the Carlisle area will be required.
