Job description

MCS Group is proud to be partnering with the Northern Ireland Assembly, in their search for a Research Officer (Public Finance/Economics) on a temporary basis.

The role:

  • Engage with individual MLAs, Assembly Committees, senior officials within the Assembly and elsewhere, in order to understand their research requirements and facilitate Assembly business;
  • Retrieve and synthesise information from a wide range of sources (governmental and non-governmental);
  • Provide timely, accurate, high quality and impartial research and analysis on subjects related to this post, to individual MLAs, Assembly Committees, senior managers within the Assembly Secretariat and other parliaments/assemblies;
  • Produce a range of written research outputs, including customised research papers, legislative analysis briefings, training materials and blog posts, which are accurate, well written, concise and accessible;
  • Present research briefings, including to individual MLAs, Assembly Committees and respond to their questions, including during public sessions, and others;
  • Facilitate public events, such as those which form part of the Knowledge Exchange Seminar Series (KESS) annually delivered at Parliament Buildings;
  • Proactively forge and develop links with government officials and external research institutions/bodies/communities (academic and non-academic), including other parliamentary/assembly library and research services;
  • Work collaboratively and collegially with colleagues inside and outside RaISe, while meeting all relevant Assembly standards, including RaISe-specific;
  • Contribute to the development of RaISe, including identifying potential new outputs and improved service delivery, and helping to deliver same;
  • Carry out such other duties as may be required, which fall within the remit of RaISe;
  • Comply with relevant Assembly policies, practices and procedures, including the Assembly's Equal Opportunities and Dignity at Work policies and procedures, and those that are RaISe-specific; and,
  • Carry out other duties that the Assembly Commission reasonably requires.

The Person:

At the closing date for applications, applicants must:

Be in possession of at least a primary degree, minimum 2:1 classification, or formal qualifications of an equivalent or higher standard, which contained at least 50% of the course content relating to Public Finance/Economics;

AND

  1. Following completion of the above qualification, have at least three years of work experience* in both a) and b) below, in the areas of Public Finance/Economics:
  2. a) undertaking objective, non-partisan, evidence-based research that draws on a wide variety of reliable sources (governmental and non-governmental - for example, databases, journals (academic and non-academic), survey/census data, public (including third sector) and private sectors, the media, other);

AND

  1. b) writing and presenting objective, non-partisan, evidence-based research reports/papers that informed discussion and decision making relating to policy development.
