QA Manager - Permanent

Location: UK-based, home based, occasional travel

Reports To: Head of Learning Technology

Direct Reports: 1-2 Test Analysts

Overview

As the QA Manager you will lead the quality assurance function for Learning Technology within the Learning Frameworks 2.0 programme, ensuring that all solutions—including LMS platforms, data integrations, and digital learning systems—meet the highest standards of quality, reliability, and performance. This role is pivotal in supporting the delivery of innovative, scalable, and compliant learning services to the UK Civil Service.

Qualifications
  • Proven experience in QA management roles within large-scale learning technology or public sector programmes.
  • Strong understanding of market leading LMS/LXP platforms such as Cornerstone, and their integration with enterprise systems.
  • Experience in testing data integrations, APIs, and MI reporting tools.
  • Familiarity with public sector standards for technology, security, data, quality, governance, and compliance.
  • ISTQB or equivalent QA certification (desirable).
  • Experience with Agile and DevOps environments (desirable).
  • Excellent communication and stakeholder management skills, including client-facing experience.
  • Ability to manage multiple priorities and deliver under tight timelines.
Responsibilities

Quality Ownership & Methodology

  • Own and evolve the QA strategy, standards, and best practices across the programme.
  • Define and implement test methodologies, including functional, integration, regression, and performance testing.
  • Develop and maintain test plans, test cases, and test scripts aligned to programme milestones and product releases.
  • Ensure traceability of requirements through robust test coverage and defect management.

Learning Technology & Data Integration

  • Oversee QA activities for learning platform technology, ensuring high quality user experiences and reliable integration with internal systems and third‑party tools.
  • Validate data flows and reporting accuracy across MI dashboards and government systems.

Stakeholder Engagement

  • Act as the QA point of contact for internal teams and external clients, including government departments and delivery partners.
  • Provide clear, concise reporting on QA status, risks, and issues to programme leadership and governance boards.
  • Participate in client meetings, workshops, and reviews to represent QA interests and ensure alignment with contractual obligations.

Team Leadership

  • Line manage 1‑2 testers, providing coaching, performance management, and professional development.
  • Foster a culture of continuous improvement and quality excellence within the QA team.
  • Collaborate with Technical specialists, UX Designers, Learning Designers, Product Owners and Support teams to ensure standards and ways of working are embedded across teams.
