Overview

A great opportunity for Project Manager to join our established Ministry of Justice sector within Mace, which is currently experiencing an exciting and sustained period of growth. The existing team has a proven track record of delivering a wide variety of high-quality projects across the MoJ prison portfolio. You will be working on one of the largest Mace Programme of works with an Alliance Framework Contractor and established professional team. The projects incorporate the latest Modern Methods of Construction and standardised processes. The role sits in our consultancy business, specifically the justice sector, and will suit a candidate looking to further their career with a major project or programme role that is fast paced and industry leading. This is a client-facing role based partly on site where you will be responsible for managing wider consultant teams and project stakeholders and working with the project lead to deliver the project successfully. The project is for the delivery of a substantial number of new prisoner places at a prison in Norwich. The works comprise construction of new buildings along with refurbishment/upgrade of existing facilities. You will provide end-to-end project management across the project lifecycle to meet defined time, cost, technical performance and quality requirements.

You will be highly motivated, able to develop a project plan, identify specialist requirements and support leading an existing professional team to drive forward the client’s strategy. You will manage necessary project governance and assurance tools to fulfil our obligations. As Project Manager you will support the project lead in all aspects of delivery by building strong working relationships with clients, colleagues and supply chain members. Hybrid working is required with attendance on site at least 3 days a week and work from home or the regional office as required.

Responsibilities

  • You will possess technical expertise in local health and safety rules and regulations relevant to the project portfolio.
  • You will promote a diverse and inclusive working environment and understand the wellbeing of the people in your team.
  • Deliver and manage project plans from inception/brief, through design development and planning, contractor procurement and construction phase in line with the overall delivery programme and agreed milestones.
  • Manage tasks and deliverables to support senior project managers and leaders, alongside the wider project and client teams, ensuring timely and accurate delivery.
  • Coordinate outputs of the feasibility study, including commissioning surveys, coordinating design outputs, client reviews, and changes to scope.
  • Develop and manage effective communication with all relevant internal and external stakeholders to ensure requirements are identified, assessed and integrated into the project.
  • Work with the client and report to the project lead to help establish strategy and delivery for the project.
  • Assist in developing the client’s brief, delivery strategy and lead design management, procurement and execution of the scheme.
  • Understand the design process throughout all stages of the project lifecycle and manage outputs and technical aspects as they arise.
  • Produce strategic project programme and scrutinise and integrate programmes from consultants and contractors.
  • Understand risk management and work with project teams to identify, schedule and establish mitigation for project risks.
  • Coordinate, plan and manage internal and external meetings related to the project.
  • Drive the procurement of services and works required to deliver the project, including site surveys.
  • Understand budgets, estimates and ability to review and challenge contractors’ proposals.
  • Provide input into client system safety and project risk assessment and management processes.
  • Lead management of contract suppliers under the NEC4 suite of contracts from design and manufacture to delivery and final account.
  • Manage interfaces across multiple projects within the delivery programme to deliver optimum efficiencies and site completion.
  • Manage pre-contract design development and post-contract scope changes efficiently.
  • Manage project budgets and highlight risks, challenges and mitigations.
  • Support the long-term development of your function or business unit, creating a sustainable business future.

  • Manage design and wider consultant teams to ensure effective completion of responsibilities.
  • Support the project lead with the management of the project team and relevant stakeholders to achieve strategic KPIs.
  • Actively network, innovate, and seek understanding of best practice, utilising the full depth of knowledge of Mace group, centres of excellence, Mace Way Control Centre and Knowledge Hub.
Qualifications
  • Membership of professional bodies such as RICS, CIOB, APM, ICE or equivalent demonstrable professional or personal development.
  • Substantial experience in the delivery phase of projects and programmes in the public sector. Previous prison delivery experience is preferred.
  • Property or infrastructure project management expertise.
  • Commercial and financial acumen.
  • Experience of leading parts of projects within large, diverse teams.
  • Experience of developing and forming relationships with senior stakeholders.
  • Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
  • Experience in contract administration duties and managing projects using various standard forms of contract including NEC4.
  • You are a passionate, client-focused individual and can build lasting client relationships and work well as part of a team.
  • You are open to mobility within the UK as required.
