Job summary

A consulting firm is seeking a Programme Planning Consultant to lead structured planning for a major highways transformation programme. The ideal candidate will have expert-level MS Project skills and experience in complex public sector programmes. The role requires 2-3 days onsite in London, offering a hybrid work model. It is an initial 6-month contract with potential for extension. Strong communication skills and familiarity with senior stakeholders are essential for success in this role.

Qualifications

  • Proven experience developing structured, dependency-based programme plans.
  • Background in complex programmes–public sector, infrastructure, or transformation preferred.

Responsibilities

  • Build and manage a full Microsoft Project master schedule.
  • Develop structured, dependency-driven programme plans and identify critical paths.
  • Lead transition sequencing and integration planning across multiple services.
  • Translate service-level inputs into coherent, centralised programme plans.
  • Map resources, risks, dependencies, and alternative delivery scenarios.
  • Provide milestone-driven planning assurance to senior stakeholders.

Panoramic Associates is currently working with a public‑sector client to appoint an experienced Programme Planning Consultant to lead structured programme planning for a major highways transformation programme and wider Local Government Reorganisation (LGR) agenda.

Responsibilities of the Role
  • Build and manage a full Microsoft Project master schedule.
  • Develop structured, dependency‑driven programme plans and identify critical paths.
  • Lead transition sequencing and integration planning across multiple services.
  • Translate service‑level inputs into coherent, centralised programme plans.
  • Map resources, risks, dependencies, and alternative delivery scenarios.
  • Provide milestone‑driven planning assurance to senior stakeholders.
To be successful in the role you will have
  • Expert‑level MS Project capability.
  • Proven experience developing structured, dependency‑based programme plans.
  • Background in complex programmes‑public sector, infrastructure, or transformation preferred.
  • Ability to bring structure and clarity to ambiguous situations and coach teams with varying programme maturity.
  • Strong communication skills and experience working with senior stakeholders.
