Job Role: Procurement Officer (Band 4-6)

MPA are currently recruiting a Procurement Officer on behalf of our client, to assist the Procurement Officer in the provision of a value for money procurement service to our client’s service users in line with Regulations and procedures, ensuring Service Level Agreement and Business Plan objectives are achieved. The role is principally concerned with operational procurement.

Our client is the sole provider of professional goods and services to our client and service users in Northern Ireland, covering sourcing, procurement, contracting, contract management, logistics and warehousing.

Hours of Work

Monday to Friday 9am to 5pm (37.5 hours per week)

Salary

£13.57 - £19.33 per hour

What the role entails
  • Proactively reviewing and sourcing goods and services in line with value for money principles.
  • Purchasing goods and services including the utilisation of the tendering and quotation process in accordance with HSCNI procedures to achieve value for money.
  • Ensure all purchases are made in accordance with relevant legislation including European and British Standards.
  • Providing purchasing advice and information to customers relating to the choice of goods and services.
  • Operating a PC and computer systems to facilitate the delivery of a purchasing service.
  • Resolving invoice queries in conjunction with HSCNI Finance Departments to ensure prompt payment of suppliers.
  • Responding to queries from suppliers.
  • Approving buying orders in line with delegated authority limits, if required.
  • Liaising with PaLS colleagues in all sites on supplies related matters including participation in groups.
  • Monitor the performance of suppliers to ensure contractual obligations are adhered to.
  • Supervision and training of Band 3s, if required.
  • Any other duties as required within the Band of the post.
Essential Experience

GCSE Mathematics and GCSE English (A‑C) OR equivalent qualification to demonstrate literacy and numeracy OR higher qualification.

AND

Two x A Levels or equivalent qualification OR higher qualification.

AND

18 months’ relevant business/commercial/financial experience.

OR

1b. GCSE Mathematics and GCSE English (A‑C) OR equivalent qualification to demonstrate literacy and numeracy OR higher qualification.

AND

Primary Degree and 6 months’ relevant business/ commercial/financial experience.

OR

1c. GCSE Mathematics and GCSE English (A‑C) OR equivalent qualification to demonstrate literacy and numeracy OR higher qualification.

AND

A minimum of 3 years’ relevant experience, two of which must be in a business/commercial/financial environment.

* Relevant experience should be within a general commercial/business/financial environment to include clerical and/or administration work.

Desirable Criteria
  1. Have a relevant professional qualification such as CIPS or CILT

OR

Six (6) months’ experience working in a procurement environment

Experience in operating purchasing/ logistics and/or financial related computerised and e‑commerce systems within a procurement environment.
