Job summary

A public sector organisation in Belfast is seeking an experienced Procurement Manager to lead procurement practices and manage a procurement team. The ideal candidate will have extensive procurement experience and relevant qualifications, ensuring compliance with all guidance. This full-time position offers a salary of £47,304 per annum.

Qualifications

  • 5 years' Procurement experience including 2 years managing a Procurement team.
  • 4 years' Procurement experience including 2 years managing a Procurement team with a Level 4 qualification.
  • 3 years' Procurement experience including 2 years managing a Procurement team with a Level 5 qualification.

Responsibilities

  • Provide procurement advice and guidance to the organisation.
  • Act as the lead contact for prioritising AFBI projects.
  • Represent AFBI in legal challenges regarding procurement.
  • Develop AFBI as a good practice centre in procurement.
  • Oversee contract monitoring via AFBI's database.
  • Provide management information to AFBI stakeholders.
  • Ensure compliance with CPD guidance in procurements.
  • Manage all AFBI travel and accommodation bookings.

About AFBI & The Agri-Environment Branch

The Agri‑Food and Biosciences Institute (AFBI) delivers world‑class science to support agriculture, the environment, and the wider economy. Sponsored by the Department of Agriculture, Environment and Rural Affairs (DAERA), AFBI provides evidence‑based research and monitoring that informs government policy and promotes sustainability in Northern Ireland and beyond.

Key Responsibilities
  • Provide procurement advice and guidance to the wider organisation and training and mentoring of AFBI staff in good procurement practice.
  • Act as the lead contact between AFBI and DoF CPD ensuring effective prioritisation of AFBI projects.
  • Represent AFBI on DoF Procurement liaison / collaboration groups and guide and represent AFBI in procurement based legal challenges in partnership with AFBI's Legal representative.
  • Develop AFBI as a centre of good practice in procurement ensuring and enabling compliance with all DoF guidance, associated policies and good practice;
  • Develop management information systems and oversee contract monitoring via AFBI's Contracted Supplies and Services database.
  • Provide timely, accurate and relevant management information to AFBI Sponsor Branch, AFBI EMT, AFBI Board and AFBI Audit Committee.
  • Oversee all procurements, particularly those below £50k in line with CPD guidance.
  • Ensure adequate recording and control mechanisms are in place.
  • Represent AFBI on all procurement related Audits and provide management responses. Follow up on all management responses to ensure implementation within agreed timescales.
  • Management of AFBI Stores; and
  • Management of all AFBI travel and accommodation bookings.
Essential Criteria

  • or equivalent
  • AND
  • 4 years' Procurement experience including 2 years managing a Procurement team.
  • OR

  • or equivalent

  • 3 years' Procurement experience including 2 years managing a Procurement team.
  • Desirable - Public Sector Procurement experience
