Job Purpose

The offshore Health, Safety, Environmental (HSE) advisor is responsible for ensuring marine and project activities are undertaken in accordance with the company’s standards and procedures and ensure compliance with regulatory HSE requirements. When embarked as the Subject Matter Expert (SME), you will work with and advise the vessel Offshore Management Team (OMT) on all aspects of HSE and will contribute to the development of HSE policies and practices as well as delivering HSE excellence and continual improvement for the company.

Job Description
  • Provide support, advice and guidance to marine and project activities and ensure they are undertaken in accordance with the company’s standards and procedures.
  • Interact with both the marine and construction crews directly at the worksite, developing the HSE culture at every opportunity during operations.
  • Interact and communicate with oncoming BU and OneFleet project teams to gain an understanding of their work scopes and risk profile.
  • Provide support, coaching and HSE guidance to all offshore personnel to ensure that all regulatory and TechnipFMC HSE standards and requirements are clearly understood and complied with.
  • Remain aware of the relevant HSE legislation and company procedures relevant to their operations.
  • Establish a highly visible worksite HSE presence and proactively monitor for substandard conditions and behaviours through worksite visits, audits and inspections.
  • Coach workforce in risk management such as toolbox talks, risk assessments, interventions, hazard identification, MOC etc.
  • Facilitate effective two-way communication with the workforce on HSE issues.
  • Assist the vessel and project offshore management teams in ensuring that all accidents / incidents are correctly identified, reported, investigated and robust root cause analysis is carried out and corrective and preventative controls are identified, implemented and reviewed for effectiveness.
  • Compile and analyse vessel safety statistics to identify trends and help improve HSE performance and the vessel safety culture, including Intelex case entry, HSE leading indicator spreadsheet, work hour inputs and PowerBi analysis.
  • Conduct local vessel HSE related training as required under guidance from the HSE and training departments.
  • Provide ongoing Intelex training to all OMT and supervisors.

Additionally, the offshore HSE advisor will provide support to those responsible (OMT, officers, HSE superintendent, project management teams) for their execution of the following activities :

  • Provide support to the vessel by assisting with scheduled and unscheduled HSE drills.
  • Assist with the vessel induction and worksite familiarisation process.
  • Assist the vessel crew with Intelex case data entry and case management.
  • Provide support with continuous HSE improvement and monitor the implementation and continued use of the TechnipFMC HSE management system offshore.
  • Support both vessel and project management teams with ensuring all work is conducted in full compliance with the TechnipFMC HSE policy, procedures and safety management system.
  • Monitor action items arising from safety audits, safety alerts, etc. including follow-up action arising from HSE, certifying authority inspections, safety meetings and incident reports.
  • Provide support to the vessel and project teams with equipment assessments of fixed and portable equipment.
  • Provide support to the vessel with planned maintenance tasks e.g. inspection and maintenance of ladders, scaffolding, working at height PPE, safety harnesses, inertia reels, HAVS register maintenance.
  • Provide support to the offshore management team, working with the offshore medic, to help demonstrate management and control of occupational health hazards.
  • Be a role model and support compliance with the company life saving rules.
  • Attend vessel control of work planning meetings to provide support and challenge to ensure work activities have been planned effectively and the controls are commensurate to the risks.
  • Promote and maintain safety awareness through supporting vessel safety meetings, project safety briefings HSE campaigns and initiatives.
  • Support the company’s non-conformance process via the recording, investigating, reporting and follow up, in the same manner as HSE cases
You are meant for this job if:

Qualifications (professional, technical, academic):

Essential : A relevant health safety and environment qualification to National Examination Board in Occupational Safety and Health (NEBOSH) certificate level and be working towards diploma level or equivalent.

Preferred : ISO 45001 lead / internal auditor training.

Typical background and experience required:

  • Demonstrable experience providing HSE advice in offshore / subsea / marine and/or the construction industry.
  • Good working knowledge of international safety management (ISM) code.
  • Good working knowledge of UK HSE and OSHA legislation.
  • Investigation training and adapt at clear and concise investigation reporting.
  • An individual with good oral and written communication skills with the ability to influence personnel at all levels of an organisation, in all aspects of HSE and risk management.
