Job description

Weare looking for a NHSP local manager for the newborn hearing screen in Leeds.The screen is currently delivered on two sites across the city. The manager will work closely with the TeamLeader for the newborn hearing screening programme as well as the Audiologydepartment. The post holder will maintain their professional competencythrough completion of clinical sessions within the Audiology Department ifappropriate to their background.

Main duties of the job

TheNHSP local manager for the newborn hearing screen is the operational andprofessional lead for the day-to-day management, evaluation and qualityassurance (QA) of the screening process, including the provision of antenatalinformation, the screening procedures and any onward referral.

Thepost holder will be directly responsible for the line management of the newborn hearing screening team and the day-to-day management of all aspectsof the screening programme. They willwork closely with the Team Leader for the newborn hearing screening programmeas well as the Audiology department. The post holder will maintain theirprofessional competency through completion of clinical sessions within theAudiology Department if appropriate to their background.

PRINCIPALDUTIES & AREAS OF RESPONSIBILITY

To be responsible for coordinatingthe Newborn Hearing Screening Programme in Leeds Teaching Hospitals NHSTrust.

To use their highly developedspecialist knowledge and experience in the field of Newborn Hearing Screening

To provide a visible accessiblepresence acting as a credible professional role model by providing leadershipand support within the Antenatal and Newborn Screening Teams

To lead on the operationalmanagement and monitoring of Newborn Hearing Screening Programme includingstaff training, performance and audit.

To make use of all availablemethods of communication to build and develop effective networks andprocesses both within the Trust and across the healthcare community, locally,regionally and nationally.

To actively ensure there is arobust communication framework that truly engages staff at all levels,promoting collective leadership and shared decision making in the delivery ofcorporate objectives.

To ensure that NHSP screeningprotocols and procedures are adhered to and that NHSP key performanceindicators (KPIs) and programme standards are met

To carry out regular data qualitychecks within the national IT system Smart4Hearing (S4H) as specified by NHSPnational guidance

To audit the programme regularly asrequired locally and produce written and statistical reports on request

To manage all aspects of thescreening equipment, ensuring:

  • protocols are followed
  • quality assurance (QA) checksundertaken
  • service and calibration is completedat the required intervals
  • equipment is safely secured

To ensure quality improvements and any recommendations from theQuality Assurance team areimplemented in a timely manner.

To provide day to day linemanagement for the team of newborn hearing screeners

To establish and maintain anorganised working environment for the screening team working in maternity,special care / neonatal intensive care units and other community cliniclocations

To develop and continually assessworking patterns, including the management of shift rotas making adjustmentsto best meet the needs of the service

To work with the Team Leader toimplement service developments and negotiate necessary funding and resources

To develop and maintain robustbusiness continuity plans for the service to support service delivery

To formulate strategic plans forthe improvement of service delivery against nationally set targets and KPIs

To evaluate and develop capitalbids for the replacement of equipment to maintain a seamless service.

Responsibilityfor Patient Care

To act as the professional lead andbe accountable for the direct delivery of the screening service in terms of;the day to day management of the team, evaluation and quality assurance ofthe screening process including the provision of antenatal information, thescreening procedures, training and development of staff, clinical decisionmaking and onward referrals from the service

Ensure that a high quality serviceis maintained to promote the principles of family friendly hearing servicesfor children

To provide hearing screening tosupport service delivery and coverage as required

The post holder will providespecialist advice in relation to patient care and the screening service fromscreening staff, audiologists, midwives and neonatologists as well asexternal stakeholders in relation to the screening protocols and onwardreferral process as required.

To ensure all administrative andclinical information including test results are accurately recorded on paperrecords, the national IT system and in the screening equipment

To ensure that all hearingscreening data is archived securely where appropriate

To report and record all incidentsor near misses as per incident policy and to report such incidents to theNHSP national team and PHE screening QA teams in a timely fashion.

Responsibilityfor Policy/Service Development.

To provide the required evidencefor the PHE screening QA teams when To requested It is the service providersresponsibility to ensure that the service is appropriately governed andmanaged according to the Section 7a Service Specification No. 20

To take the lead in implementingany changes to national policies and guidelines at a local level

To develop and maintain serviceStandard Operating Procedures to ensure smooth running of the service

To ensure that NHSP screeningprotocols and procedures are adhered to and to write, review and update localprotocols and procedures as and when necessary

Responsibilitiesfor Financial and Physical Resources

To monitor and control use ofscreening consumables to ensure effective service delivery.

To assess the quality andfeasibility of the screening equipment to ensure the most efficient use offunds.

To be an authorized signatory forthe NHSP budget.

ensure arrangements are made forthe routine calibration, maintenance and repair of all screening andtechnical equipment in accordance with NHSP national and local guidance

Responsibilitiesfor Human Resources

Lead the hearing screening team and line manage their activities, ensuring regular reviews of screener activityare undertaken in line with the Trust supervision and CF2 framework

To lead regular staff meetings anddissemination information in a timely manner

Provide appropriate opportunities for continued personal development (CPD)

To be responsible for therecruitment, retention and training of the screening team in accordance withlocal and national guidance

To organise a full inductionprogramme and participate in the training of new screeners in accordance withlocal and national guidance including completion of the level 3 diploma inhealth screening (NHSP) for relevant staff

To carry out regular competencyassessments in order to provide performance feedback and to assist in theidentification of individual training needs, including annual completion ofNHSP e-learning

Qualifications
  • Qualifications - Essential CriteriaEducated to degree level in relevant subject.
  • Significant experience in management of a screening programme.
  • Highly developed knowledge of the newborn hearing screening programme.
  • Management/Leadership Qualification or relevant experience
  • Level 3 Certificate in Assessing Vocational Achievement (CAVA) OR Equivalent
