Hours per week: 37 Monday – Friday, normal working hours

Summary of what the candidate must have to apply
- Solid background in building maintenance and defect diagnosis
- Experience managing contractors and housing repairs
- Strong understanding of HHSRS, Decent Homes and statutory compliance
- HNC in a building-related subject or equivalent experience
- Good IT skills and ability to use housing/asset systems
- Clear communication and customer handling skills
- Able to carry out inspections, condition surveys and manage workloads independently
The role:
You will provide a full day-to-day housing repairs service, ensuring tenants receive timely, high-quality maintenance support. You will manage reactive and planned works, oversee contractors, carry out inspections, diagnose defects and make sure all statutory compliance and safety standards are met. The role covers property visits across East Devon and requires confident decision‑making and strong technical judgement.
Key accountabilities:
- Investigate repair requests, diagnose faults and commission works
- Manage reactive, planned and void repairs in line with contract requirements
- Carry out pre and post inspections
- Prioritise repairs using HHSRS and other safety frameworks
- Maintain strong working relationships with contractors
- Support duty surveyor cover in council offices when required
- Complete condition surveys and contribute to planned programmes
- Monitor contractor performance and ensure value for mone
- Manage quoted and exclusion works
- Assist with compliance issues: gas, electrical, fire, legionella, asbestos
- Support voids, including specification, inspection and financial control
- Handle disrepair, complaints and Ombudsman cases
- Identify tenant recharges and unauthorised alterations
- Respond to emergencies such as fires, floods and structural issues
- Keep housing stock records updated and support wider housing teams
Requirements/key criteria:
- HNC or equivalent in a building-related discipline, or clear experience in building defect diagnosis and specifying works
- Knowledge of building construction, maintenance and contract management
- Strong organisational skills and ability to manage competing priorities
- Excellent communication and customer service skills
- IT-competent (Microsoft Office and housing systems)
- Attention to detail and accuracy
- Ability to work independently and as part of a team
- Full UK driving licence and own vehicle
- Able to attend site and deal with occasional out-of-hours issues
Desirable:
- Professional membership (e.g. RICS)
- Experience with local authority or housing association repairs
- Knowledge of damp, mould and building pathology
- Understanding of sustainability and energy efficiency in housing
- Familiarity with procurement frameworks and JCT contract administration
