  • JOB PURPOSE :
  • D evelop and provide an effective Project Programme and Performance Management function for the Council wide Capital Programme that supports and challenges each service area on quality and delivery co-ordinates and reports regularly on performance and manages the overarching project management function and systems for all projects to provide a strategic overview of delivery.
  • S pearhead the S trategic A sset M anagement function for the Council wide Asset Management Strategy ensuring optimal asset utilisation data-drive n decision-making to inform asset management initiatives and ensure alignment of asset management practices with the Council s overall strategic objec tives.
  • O versee the department s Procurement and Contracts function ensuring strategic sourcing and procurement that delivers value for money compliance with procurement regulations and best practices and effective contract management to mitigate risks and optimise performance.
  • DESCRIPTION OF DUTIES :
  • R esponsible for the governance and assurance of the Capital Programme and RBKC Capital Strategy across the Council .
  • O versight of the Capital Programme PMO to ensur e a centre of excellence for project and programme delivery resulting in improved performance and service achievement within budget and timelines .
  • Lead the design of the RBKC Asset Strategy working with teams in Social Investment and Property and across the Council to optimise the Councils asset portfolio maximising asset value.
  • Ensure alignment of Asset Management Plans with the Council s strategic priorities and to ensure implementation of best practice strategic asset management .
  • Establish the direction for the Procurement and Contracts strategy for Social Investment and Property department through the Commercial and Contracts function ensuring compliance in accordance with the Councils objectives legislative requirements and best practice improving service delivery and efficiency.
  • Responsible for the development and delivery of the C apital Strategy and S trategic A sset M anagement P lan ensuring alignment with the Councils strategic objectives supporting the Medium-Term F inancial S trategy collaborating closely with Strategic Finance and all directorates across the Council including senior officers and Members to ensure value for the Council .
  • C hampion and role model strong collaborative working across the Council and ensure there is a commitment to deliver this and drive continuous improvement culture by learning from others and sharing that learning including lessons learned.
  • R esponsible for establishing an organisation wide positive learning culture focussed on delivery of projects looking to enable staff development and progression in accordance with organisation expectations building a resilient service that makes best use of its workforce.
  • E nsure strategies policies and framework s for the Capital Programme Asset Management Performance and Commercial and Contracts function s remains current accurate and timely considering any key changes that need to be incorporated .
  • Work together with services across the Council to develop a customer focused organisational culture for the division including effective and proactive communication; minimises silo working and has our residents at the heart of the services we deliver.
  • R eport on the progress of the programme as required including to the Council s Executive and Members and any other senior management clients to ensure that key stakeholders have an up-to-date understanding .
  • L ead for the Capital P rogramme and Strategic Asset Management for governance including timely submission of accurate and comprehensive project reports; Key Decisions; Select Committee reports; project bids and all other governance areas ensuring meeting of all Council reporting requirements and tracking timescales and monitoring progress.
  • A ttend internal and external meetings being a key representative of the Council engaging with the community and attendance at formal Council Committees as and when required.
  • E nsure a continuing commitment to equality and diversity in employment and community cohesion identifying and delivering to the diverse client groups in the borough in a way that offers a flexible responsive choice of service delivery.
  • E nsure that Complaints Members enquiries FOIs are responded to effectively minimising repeat issues and ensuring learning s are captured and disseminated to improve service delivery.

  • Significant Programme Management Officer ( PMO ) experience overseeing programmes of work
  • Proven experience of leading and managing people in a programme management environment
  • Experience of implementing and maintaining new performance management frameworks
  • Demonstrable experience of improving performance through effective management linking with service plans and wider Council strategies
  • Demonstrable experience of delivering and supporting innovative procurement and contracting strategies
  • Demonstrable experience of developing and delivering strategic asset management plans .
  • Expertise in risk budget and programme management processes and techniques
  • Skilled at engaging with staff customers and stakeholders to gain buy in for new processes and procedures
  • Excellent written and communication skills including experience communicating with residents internal and external stakeholders and senior officers
  • K nowledge and experience of PMO management key performance indicator setting leading service reviews project management and developing performance management frameworks
  • K nowledge of financial monitoring procedures and capital delivery
  • K nowledge of financial modelling and monitoring systems and computer systems operation
  • K nowledge of procurement and contracting best practices
  • Demonstrable understanding of the needs and challenges presented by the communities of a similar local authority area.
