Program | 6 Month Contract | (Inside IR35) | Hybrid | Starting ASAP

Day Rate: TBC

About the Role

Lead the planning, development, and delivery of HR and OD systems improvement programmes, focusing on automation, self-service, reporting, and enhanced customer experience. Manage a small team, budgets, and ensure compliance with council policies.

Main Duties
  • Programme Delivery: Initiate, implement, and monitor systems development projects; produce reports and business cases.
  • Stakeholder Engagement: Advise SMT, Members, and services on HR/OD systems; liaise with software providers and external partners.
  • Change & Improvement: Identify opportunities for efficiency, quality, and customer satisfaction improvements.
  • Team Leadership: Line-manage systems development staff; support skills development and workforce planning.
  • Budget & Compliance: Manage resources within budget; ensure adherence to council regulations and health & safety standards.
  • Quality Assurance: Maintain performance reporting systems and deliver agreed outcomes.
