Role Overview

This pivotal role has been created to support a strategic infrastructure initiative driven by a local authority. The successful candidate will act as the cornerstone of project delivery, ensuring seamless on‑site management and rigorous contract compliance. As a key member of the project team, you will oversee contractor performance and work closely with stakeholders to achieve project milestones efficiently, safely, and within scope. Key Responsibilities
  • Lead the delivery of highways and civils schemes on‑site, ensuring adherence to project timelines and standards.
  • Administer NEC3/NEC4 contracts, including issuing and managing contractual correspondence such as Compensation Events, Early Warnings, and Programmes.
  • Provide robust commercial oversight, reviewing contractor submissions and challenging proposals to optimise project value.
  • Coordinate and oversee utility, design, and construction activities, ensuring alignment and smooth progression.
  • Manage stakeholder engagement, reporting on progress, risks, and issues to maintain transparency and strong relationships.
  • Monitor project performance against programme, budget, and quality targets, implementing corrective actions as required.
  • Ensure health, safety, and environmental compliance throughout all project phases.
Key Qualifications
  • Proven experience managing highways or major civil engineering projects in a client‑side or local authority context.
  • Strong knowledge and practical experience with NEC3/NEC4 contract management and administration.
  • Demonstrable ability to lead large teams and coordinate multiple stakeholders effectively.
  • Hands‑on experience with on‑site project delivery, including utilities and civils works.
  • Excellent communication and organisational skills, with a focus on delivering high standards of safety and quality.
  • Quantity Surveying or commercial background with construction contract knowledge.
  • Experience working within local authority projects or public sector infrastructure programmes.
  • Ability to work flexible hours and be on‑site regularly to lead contractor interfaces effectively.
