Jennifer Griffiths Recruitment are looking for an experienced Health and Safety Manager for a leading Utilities Client in the Bridgend area.

Role Purpose

The Health and Safety Manager will lead all aspects of Health, Safety and Environmental (HSE) compliance across the Client's site. This includes ensuring safe working practices for electrical installations, civil works, traffic management interfaces and maintenance operations. The role ensures full compliance with statutory legislation, industry standards and company policies. The Manager will act as the company's competent person for Health and Safety.

Key Responsibilities
Compliance and Governance
  • Act as the primary competent person for Health and Safety for the Company.
  • Maintain compliance with all relevant legislation, including:
    • Health and Safety at Work Act 1974.
    • CDM Regulations 2015.
    • Electricity at Work Regulations 1989.
    • Working at Height Regulations.
    • PUWER, LOLER, COSHH.
    • HERS, NHSS 8, and DNO requirements.
  • Ensure company policies and risk assessments are regularly reviewed, updated and implemented.
Site Safety Management
  • Undertake regular site audits and safety inspections across all operational locations.
  • Ensure correct use of MEWPS, mobile plant and electrical isolation procedures.
  • Identify hazards and ensure effective control measures are in place.
  • Lead and support supervisors and operatives with toolbox talks, safety briefings and training.
  • Investigate unsafe practices and implement corrective actions.
Training and Competence
  • Oversee employee training plans, including:
    • ECS/HERS/G39 authorisations.
    • IPAF, PASMA, First Aid.
    • Manual Handling.
    • Street works (NRSWA).
  • Maintain training matrix and ensure all competencies are current.
  • Deliver internal training sessions when required (inductions, toolbox talks, refresher courses).
Incident and Accident Management
  • Lead investigations for all accidents, near‑misses and incidents.
  • Produce root‑cause analysis reports and implement preventative actions.
  • Report RIDDOR incidents and liaise with external bodies (e.g. HSE, clients).
  • Maintain the accident/incident log and ensure learning is shared across the business.
Documentation and Reporting
  • Inputting information from site feedback into Excel.
  • Create and maintain: Risk Assessments and Method Statements, Construction Phase Plans, COSHH assessments, Emergency plans.
  • Prepare monthly safety performance reports for senior management.
  • Maintain up‑to‑date records for audits, accreditations and client requirements.
Client and Stakeholder Liaison
  • Act as the Health and Safety representative in client meetings, progress reviews and audits.
  • Ensure client‑specific HSE requirements are built into project documentation.
  • Liaise with auditors/update accreditations CHAS, SMAS, CQMS, NIC etc.
Continuous Improvement
  • Develop and implement new HSE initiatives to improve safety culture.
  • Introduce behavioural safety programmes and promote best practice.
  • Monitor new legislation and translate requirements into company procedures.
  • Lead on sustainability and environmental improvement initiatives where applicable.
Skills, Experience and Qualifications
Essential
  • NEBOSH/IOSH certificates.
  • Experience in construction, electrical, highways, utilities or civil environment.
  • Strong working knowledge of CDM, EAWR and relevant UK H&S legislation.
  • Experience preparing RAMS and conducting site audits.
  • Excellent communication and leadership skills.
  • Full Cleaning driving licence.
Desirable
  • Internal auditor qualifications (ISO45001).
  • Knowledge of HERS.
  • First Aid at Work qualification.
  • Behavioural safety training experience.

Additional Information

The hours of work are Monday to Friday/7am to 4pm.

The salary is £40,000.00 Per annum.
