Job description
Head of Resourcing

Creating better places and thriving communities

We're looking for an experienced and forward‑thinking Head of Resourcing to lead the recruitment strategy for a diverse workforce of over 80,000 colleagues across the UK. This is a high‑impact, senior leadership role where you'll shape how we attract, engage, and hire exceptional talent at scale.

Working at the heart of our People Operations function, you'll drive transformation, champion innovation, and ensure our hiring model supports the ambitions of a complex, fast‑moving organisation. From strategic workforce planning to AI‑powered recruitment solutions, you'll lead the evolution of our entire resourcing landscape.

What you'll be doing
Setting the strategy
  • Designing and delivering a multi‑year Resourcing Strategy aligned to business growth, workforce plans, and organisational priorities.
  • Leading a high‑performing, enterprise‑wide resourcing service that meets the needs of a broad range of stakeholders.
  • Driving adoption of skills‑based hiring, internal mobility, and inclusive hiring principles.
Transforming processes & systems
  • Optimising the full UK hiring lifecycle to ensure smooth, efficient, and compliant end‑to‑end processes.
  • Enhancing our ATS/CRM capability and embedding automation, AI, and digital tools to improve speed, insight, and quality.
  • Partnering with Technology teams to implement tools such as screening automation, scheduling bots, and predictive workforce insights.
Using data to power smarter decisions
  • Bringing labour market intelligence, salary benchmarking, and competitor insights to shape sourcing strategies.
  • Introducing predictive analytics to support forecasting and workforce planning.
  • Ensuring TA is positioned as a strategic partner that anticipates future talent needs rather than reacts to demand.
Leading change & influence
  • Acting as a senior change leader, championing new systems, processes, and ways of working.
  • Providing clear, data‑led insight and recommendations to senior leaders and C‑suite stakeholders.
  • Building a strong, inclusive, high‑performance culture across the Resourcing function.
Championing our employer brand & experience
  • Elevating our employer brand and ensuring consistent, compelling messaging across all channels.
  • Driving improvements in candidate, hiring‑manager, and recruiter experience.
  • Ensuring fairness, accessibility, and inclusion are embedded across every hiring touchpoint.
What you'll bring
  • A proven track record in large‑scale Talent Acquisition transformation or strategic resourcing leadership.
  • Strong knowledge of end‑to‑end recruitment processes, sourcing strategies, assessment methods, and technology ecosystems (ATS/CRM, programmatic tools, AI‑enabled systems).
  • Experience leading complex, enterprise‑level programmes with multiple stakeholders.
  • The ability to interpret complex workforce challenges and turn them into practical, data‑led solutions.
  • Confident communication skills, executive presence, and the ability to influence at senior levels.
  • Deep understanding of inclusive hiring and workforce planning best practice.
Why join us?

This is a unique opportunity to shape the future of recruitment for one of the UK's largest workforces. You'll drive innovation, build strategic partnerships, and lead a function that plays a vital role in our ability to deliver excellence for customers and communities nationwide.

If you're passionate about transforming recruitment, enabling brilliant candidate experiences, and using technology and insight to shape the future of work, we'd love to hear from you.
