Head of PMO - Hybrid Working - Inside IR35

Job Type: Contract to Hire | Location: City of London, London (Negotiable)

Our client, a global Insurance broker are currently looking to hire a Head of PMO with Insurance sector experience to join the team on a hybrid working contract basis.

Key Responsibilities
  • Define and implement the PMO strategy in alignment with organisational goals.
  • Establish portfolio‑level planning and prioritisation frameworks.
  • Provide leadership and direction to PMO staff and the wider delivery community.
  • Oversee end‑to‑end portfolio lifecycle: intake, prioritisation, capacity planning, and reporting.
  • Maintain a clear, data‑driven view of portfolio health, risks, dependencies, and benefits.
  • Support executive decision‑making with clear insights and recommendations.
  • Act as a trusted advisor to senior leadership and delivery teams.
  • Build strong relationships across Technology, Business, Finance, HR, and Operations.
  • Communicate complex portfolio insights in a clear, accessible way.
Required Skills & Experience
  • Deep knowledge of project, programme, and portfolio management practices.
  • Experience implementing and scaling PMO functions (enterprise or departmental).
  • Expertise in Agile, Waterfall, and hybrid delivery models.
  • Strong financial and benefits tracking capability.
  • Advanced ability with portfolio tools (e.g., Jira, Azure DevOps, MS Project, Planview, Smartsheet).
  • Strong influencing and relationship‑building skills at exec and senior leadership level.
  • Excellent communication, facilitation, and negotiation skills.
  • Able to balance strategic thinking with operational execution.
  • Experience working in complex, multi‑project environments (e.g., tech, digital, transformation).
  • Demonstrated success implementing portfolio governance and delivery methodologies.
  • Line management experience and leadership of multi‑discipline PMO teams.
Desirable Qualifications
  • PRINCE2, MSP, PMP, SAFe, Scrum, APM, or equivalent certifications.
  • Experience in change management (e.g., PROSCI).
  • Background in digital, technology, or large‑scale transformation environments.
