Your New Role

Here at Hitachi Rail we have a great opportunity for an experienced Facilities Manager to join the team based from our Bounds Green Train Maintenance Centre (TMC). As the Facilities Manager you will be primarily accountable for the proactive management of all TMC infrastructure ensuring it is maintained to the highest standard and meets legal compliance, as well as financial control of the facilities budget for the TMC.

In addition to the above the Facilities Manager will also have line management of the local facilities team, at the same time be responsible for the control and management of any facilities contractors attending site.

What you’ll be doing

Responsible for maintaining all TMC assets, undertaking repairs and when required call outs by utilising the local Facility Team based at the TMC or associated specialist contractor’s support through robust SLAs.

  • Civils and Buildings – all external and internal building / site fabric / site cleanliness.
  • Fixed Plant – all plant equipment permanently linked into the depot,

Compliance of Asset / Systems and Services Law

Responsible for the effective leadership and management of the local Facilities Team, Lead and direct the local Facilities team by example by taking a direct hands on approach.

Act as “Responsible Person” for L8 Legionella Management under the direction of the Hitachi Duty Holder.

Responsible for updating and management of the contractual “Major Maintenance and Overhaul” plan using the chosen maintenance management system

Management duties will include daily communication with the following; Facility Planner, local TMC management with regards to daily operational issues and requirements, contractors, spare parts & materials teams, Facilities Teams, and when required customers and stakeholders.

Management of maintenance management system data input to ensure all facilities maintenance and repair work is recorded and maintained for auditable purposes.

Responsible for the financial control of the Facility Budget for their TMC, with support from the finance team produce monthly finance reports.

Working closely with the local materials and stores teams to control and manage all Facilities spare parts and tooling.

Responsible for producing the weekly, monthly and periodic reports as required in line with KPI’s, contractual requirements and legal compliance.

Lead and support any facilities audits from internal Business Assurance and external customers and bodies including the ORR and BSI.

Assist the Regional Facilities Manager and Procurement / Contracts team to formulate specifications / tender documentation for set up of contract / provision of service / goods with local / national specialist providers this also applies to procuring quotations for goods / services.

Management and control of contractors undertaking facilities maintenance repair or call out. Review contractor “work package plans” (WPP) and task briefing sheets alongside RAMS under duel review / sign off with HSE, and carry out internal risk assessments as required for the FM department.

Management of all Train Maintenance Centre Winterisation and Summarisation tasks to ensure a safe working environment is maintained at all times.

About you
Essential
  • NVQ3 / C&G electrical or mechanical craft apprenticeship (Or relevant experience / qualification)
  • BIFM Facilities Management (Or relevant experience / qualification)
  • Chartered Institute of Environmental Health (CIEH) Certificate in Environmental Work Place Safety and Standards. (Or relevant experience / qualification)
  • Institution of Occupational Safety and Health (IOSH) certification in Managing Safely. (Or relevant experience / qualification)
  • Experience of managing small teams of staff and contractors.
Desirable
  • Full Member of (BIFM) British Institute of Facilities Management
  • Member CIOB Chartered Institute of Building / Member BICS British Institute of Cleaning Science L8 Legionella & the Role of the Responsible Person.
  • Experience of Permanent Way Asset Management and Network Rail Standards.
  • Previous experience of general routine building maintenance in an industrial environment is essential M+E, HVAC and Civil Engineering. IEE 18th Edition wiring regulations.
  • Powered Plant – Fork Lift Truck, MEWP and Maintenance of safety critical machinery.
  • Intermediate IT skills – typically Word, Excel, PowerPoint, Microsoft Project.
  • Schematics reading, Electronic Circuit Diagrams.
  • Contractor Management and work force resource implementation.
  • Management skills E.G Personal / Team Leadership, Contract / Negotiation Skills
  • Project Management skills
Behavioural Requirements

Must lead from the front and by example with hands on experience in an existing role

Sound knowledge and implementation / compliance of rules, regulations and policies.

Good written and verbal communication skills.

Able to represent Hitachi in a professional manner at all times.

Team worker, the position holder must be able to interface effectively with all levels of personnel both within and outside the company.
