Purpose of Job

The Director Gender and Economic Inclusion leads the design and delivery of the EBRDs Gender Equality and Human Capital Strategy and therefore plays a key role in implementing one of the three priorities of the Bank's Strategic and Capital Framework (SCF) across its countries of operations. The Director GEI develops inclusive human capital investment client advisory services, policy engagements, and capacity‑building activities across all sectors and countries. This includes active engagement with governments, regulators, the private sector, and other international financial institutions to shape policy reforms and provide high‑quality technical assistance. The post holder works closely with sectoral and regional banking departments, as well as teams in PSD (Economic Governance, Digital Hub, Capital Markets), VP3 (Climate Strategy and Delivery, Impact, Donor Partnerships), Risk Communications, and the Environmental and Social Department (ESD), among other EBRD departments. The Director GEI is part of the PSD Front Office team and contributes actively to PMS management under the leadership of the MD PSD.

Background

The GEI department sits within the Policy Strategy and Delivery (PSD) department, part of VP3 (Policy and Partnerships). VP3’s vision is to streamline the Bank’s policy agenda, improve results knowledge and learning, and enhance the rigor, credibility, and accountability of the impact function. The GEI department leads the design and implementation of the EBRDs Gender Equality and Human Capital (GEHC) Strategy, operationalises engagement at project and policy levels, provides regular reports to stakeholders, and develops products and solutions for entrepreneurship, finance, skills, jobs, and inclusive digital and green projects. The department manages the gender SMART tagging process, creates knowledge products, and leads international engagement.

  • Responsible for delivering the GEHC Strategy and setting future strategies.
  • Leads a team of 30–50 specialists and analysts.
  • Mobilises donor funds of GBP 10‑20 million.
  • Ensures the Bank meets targets for projects that include substantial gender and/or human capital components.
  • Internal interfaces include Directors and Associate Directors in Banking, PSD, ESD, Presidents Office, Senior Management, and the Board.
  • External interfaces include clients, public and private sector counterparts, multi‑lateral financial institutions, ministries, and CSOs.
  • Represents the Bank in international forums, conferences, and MDB working groups.
Accountabilities & Responsibilities
  • Lead the delivery of the Gender Equality and Human Capital Strategy, ensuring design and implementation of related projects, Technical Assistance, and Policy Engagement.
  • Lead a multi‑disciplinary GEI team to deliver against annual and long‑term targets and strategic objectives.
  • Develop and implement new gender and human‑capital products in the financial and private sectors, deepening impact and expanding the product portfolio.
  • Oversee policy engagement activities, interacting with public and private sector counterparts, other multi‑lateral financial institutions, ministries, and CSOs.
  • Design policies and projects that tackle legal, institutional, and regulatory barriers to opportunity.
  • Implement and enhance the Bank’s Gender SMART process and ensure effective operation and data sharing across key departments.
  • Enhance monitoring and reporting of key impact metrics, coordinating with the Impact Department on relevant assessment tracks.
  • Champion gender and human‑capital investing internally and externally, representing the Bank at conferences, producing briefings, and building business cases.
  • Advise the Human Resources Department on internal gender and inclusion matters and sit on the Diversity and Gender Inclusion Group.
  • Contribute to the Transformation Agenda, improving the Bank’s effectiveness and efficiency.
  • Manage the Gender and Economic Inclusion department—recruitment, compensation, performance management, coaching, professional development, and upholding integrity and ethical conduct.
  • Model the Bank’s Behavioural Competencies and Corporate Behaviours across the team.
Knowledge, Skills, Experience & Qualifications
  • Strategic mindset with the ability to translate into tangible deliverables.
  • Extensive subject‑matter knowledge and post‑graduate professional experience in gender and human capital development (e.g., through international organisations, government, private sector, think tanks, academia).
  • Recognised thought leader in this field.
  • Wide professional network and exceptional partnership and stakeholder‑management skills.
  • Proven leadership and team‑management skills, with a track record of engaging multi‑disciplinary professionals.
  • Desirable: experience advising or developing private‑sector projects with gender and economic inclusion components.
  • Experience communicating project assessment results and implementation to non‑economist senior decision makers.
  • Post‑graduate degree in economics or related field.
  • Understanding of the EBRD’s countries of operation or other MDBs and the international development architecture.
