Job Description

Job Location: NAWS China Lake – Per Diem & Lodging Provided

The Quality Control Manager (QCM) oversees the development and execution of project-specific Quality Control (QC) Plans on federal construction projects in compliance with USACE, NAVFAC and federal contracting standards. Duties include maintaining a rework log, stopping and correcting non-compliant work, leading weekly QC meetings, preparing and maintaining all required QC documentation, recording daily activities in QC reports, updating as-built drawings, and coordinating pre-final and final inspections. The QCM ensures complete, accurate project closeout data and documentation are delivered to the Government.

ActiveUS Army Corps of Engineers Construction Quality Management for Contractors certificate is required. USACE 385-1-1 required.

Duties and Responsibilities:

  • Develop and implement Quality Control Plans
  • Perform inspections, document findings, and ensure all work meets specifications
  • Oversee all close-out activities under the guidance of senior leadership
  • Coordinate testing activities and validate results against client requirements
  • Manage daily QC reports with accuracy and timeliness
  • Lead and participate in QC/QA meetings with client and stakeholders
  • Provide expertise in the RFI and submittal process
  • Mentor and train staff to support a culture of safety and compliance
  • Travel to various military bases (San Diego, El Centro, Coronado, China Lake, 29 Palms, and others)

Minimum Qualifications and Education Requirements:

  • EM385-1-1 Certification (Required)
  • USACE Quality Control Certification (Required)
  • 5-10 years of experience in the construction industry (Required)
  • 5 years of experience with NAVFAC design-build contracts (Required)
  • A minimum 30 hrs. OSHA safety class or equivalent within the last 5 years (Required)
  • Successfully completed ECATT program (Environmental Compliance Awareness Training) a plus
  • Bachelor's degree ()
