Job description
Responsibilities
  • Commercial Strategy: Develop and implement software sourcing strategies aligned with departmental objectives and government frameworks.
  • Market Engagement: Conduct market analysis, supplier engagement, and benchmarking.
  • Tender Management: Lead competitive procurement exercises, including drafting ITTs, evaluating bids, and managing clarifications.
  • Contract Negotiation: Negotiate commercial terms, SLAs, and licensing agreements to ensure value for money and risk mitigation.
  • Compliance: Ensure adherence to Public Contracts Regulations 15, Procurement Act 2023, Cabinet Office guidelines, and policies.
  • Stakeholder Management: Collaborate with technical teams, programme leads, and legal advisors to deliver procurement outcomes.
  • Risk Management: Identify and mitigate commercial, operational, and security risks.
Essential Skills
  • Proven experience in software procurement within a complex organisation.
  • Strong knowledge of licensing models.
  • An understanding of public sector procurement, and Procurement Regulation.
  • Experience in managing software procurements and ensuring the best value for money (VfM) is obtained.
  • Familiarity with Crown Commercial Service (CCS) frameworks.
  • Excellent negotiation skills.
  • Strong stakeholder engagement and communication skills.
  • MCIPS qualification or equivalent.
