Are you a visionary leader ready to shape the future of health and care across a large and diverse population? Lancashire & South Cumbria ICB, commissioning services for approximately 1.8 million people, seeks a dynamic Chief Strategy & Planning Officer to join our executive team at a pivotal moment of system transformation.
Lead the development, articulation and delivery of the ICB’s long-term system-wide strategy and planning function, translating ambition into effective, sustainable action for our population.
Work across organisational and sector boundaries, with partner local authorities, social care, education, voluntary, community and faith sectors, and providers, to ensure our strategy reflects population needs, reduces health inequalities, and delivers value for money.
Provide system-level leadership in strategic commissioning, future service configuration, resource allocation, and performance planning, ensuring that plans are realistic, deliverable, and aligned with regulatory and policy frameworks.
Support transformation through data-driven insight, population health intelligence, and long-term planning, anticipating system challenges and opportunities, and ensuring the ICB responds proactively to changing needs.
We are looking for a senior leader with proven board-level or senior executive experience in strategic planning, system transformation, or commissioning within the health and care sector or similar environment, with a strong track record of leading large-scale change programmes, developing and delivering strategy in politically and operationally complex environments. With exceptional strategic thinking and planning skills and the ability to manage and prioritise large budgets and resources, as well as outstanding stakeholder engagement, partnership-building and influencing skills across a diverse system of health, social care, voluntary/community sectors, and local authorities; and able to bring a values-driven approach to leadership with the population’s needs and wellbeing at the centre.
