Job description

The Capital Projects Manager will be responsible for the strategic planning, coordination, and delivery of capital investment programmes across the Association’s existing housing stock. This includes managing multiple concurrent workstreams, ensuring alignment with organisational objectives, regulatory standards, and tenant needs.

Responsibilities
  • Responsible for leading, delivering and coordinating the following workstreams:
  • Planned Maintenance: Programme and project manage the delivery of planned maintenance programmes to ensure the long-term sustainability of the housing stock.
  • Re-improvement Works: Programme and project manage projects aimed at upgrading or re-investing in properties that require enhancements beyond routine maintenance.
  • Major Adaptations: Lead the delivery of significant adaptation works, aligned with the new Major Adaptations Policy and integrated within the Capital Investment Workstream.
  • Stock Condition Survey: Lead Woven's SCS through liaison with Woven's SCS Surveyors, assessment of data, review trends, identify priority areas and develop Planned Maintenance programme.
  • This post may also include responsibility and or project management for future workstreams including:
  • Retro-fit programme: Resources required to develop a meaningful retrofit programme.
  • Environmental Projects: Provide subject matter expertise in the delivery and funding of such projects
  • Other Capital Investment Projects related to the Associations subsidiary.
  • Governance & Compliance:
  • Utilise programme and project management tools to monitor progress, manage risks, and ensure accountability.
  • Prepare and present quarterly reports to the Housing Management Committee, including updates on performance, budget, risks, and strategic alignment.
  • Ensure all projects comply with relevant legislation, health and safety standards, and internal governance frameworks.
  • Manage budgets across Capital Investment workstreams, ensuring cost control and value for money.

Skills and Qualifications
  • Level 5 qualification (HND or equivalent) in Maintenance / Development / Construction / Facilities /Asset Management related discipline.ORA minimum of 5 years relevant experience.
  • Demonstrable experience of the successful management of a programme of projects with a minimum annual value of £1 million.
  • Detailed understanding and commercial application of the NEC3 or NEC4 suite of contracts.
  • Demonstrable experience of claiming Housing Association Grant and/or Disability Adaptation Grant.
  • Hold a current full, (preferably) clean driving license that allows driving in the UK, with use of a private vehicle for business use or, in the case of disability, be able to demonstrate how the mobility requirements of the position will be met.
  • Experience of Housing Association Governance Requirements.
