The post holder will be an integral part of the Service Support Centre Team. Delivering at all times to a high standard, they will lead and provide expert advice and guidance to management and wider NIFRS project teams on the development and delivery of a broad range of portfolio of projects, including vehicles, operational equipment, PPE/Uniform and services aligned to these areas.This will include leading on the management of all business cases from initiation to approval, including developing Project Initiation Documents and Terms of Reference for the project; supporting project implementation through all stages; and ensuring completion of post project evaluations in line with best practice and corporate timescales.
Responsibilities
- Liaise with the NIFRS Economic Advisor to ensure strategic alignment of business cases with those from across other parts of the Organisation.
- Deliver business case project priorities aligned to the agreed prioritisation and planning based on available budget and corporate outcomes.
- Ensure all relevant internal and external stakeholders are kept updated on priority projects being delivered within the Financial Year; working with the relevant Departments and stakeholders to develop and scope projects.
- Lead all project working groups; responsible for initiating, agreeing and obtaining the approvals for the PID and Terms of Reference and managing the working group through to final version business case sign off.
- Manage the submission for business cases and executive summaries through all required stakeholder channels including Finance; Economic Advisor; Director; ELT and NIFRS Board.
- Manage the transition from a new project to in-life operational asset and services delivery using recognised project management methodology.
- Ensure management of the governance life-cycle, ensuring full and proper closure of all business cases and projects when delivery within NIFRS has been completed.
- Advise management, as required, on applicable legislation, guidance, policies and processes.
- Responsibility for handling sensitive personal data and ensuring that the requirements of the General Data Protection Regulation (GDPR) are met.
- Assist in the management of the Sharepoint site, ensure it is functioning correctly and where necessary identify issues and liaise internally or externally as required to resolve.
- Develop and maintain a list of known service issues, ensuring appropriate actions are in place to support issues resolution.
- Ensure the development of, and lead on, innovative and effective systems and procedures to achieve continuous improvement, customer journey improvements and improved reporting suite.
- Contribute fully to the performance of the Service Support Centre & the wider NIFRS organisation to ensure key performance indicators are achieved.
- Undertake additional project work as directed by the Service Support Centre Business Manager, using the principles of good project management.

Skills and Qualifications

- Possess a degree or equivalent qualification in a relevant discipline e.g. business management, improvement, business studies, finance,
- Have a minimum 2 years relevant experience of the development of business cases through their lifecycle, within or supporting a large organisation.
- Or Possess at least a HND or equivalent qualification in a relevant discipline e.g. business management, improvement, business studies, finance,
- And have a minimum 3 years relevant experience of the development of business cases through their lifecycle, within or supporting a large organisation.
- Can demonstrate: excellent planning and organisational skills with ability to work under pressure to achieve desired outcomes.
- The ability to develop and maintain productive, collaborative working relationships that enables the ability to advise and influence senior management.
- Excellent communication skills (both oral and written); and the ability to provide timely and accurate information.
- IT literacy skills specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook) and Management Information Systems.
