We are delighted to be advertising an opportunity for an Access to Information Clerk.
This is an exciting opportunity to join Liverpool University Hospitals NHS Foundation Trust and learn the skills and knowledge to grow in an NHS administration career. The position is an opportunity to build upon existing skills and learn new skills within an administrative environment. The post holder will be required to fulfil all responsibilities necessary to provide high quality customer service and administrative support ensuring that standards are maintained in line with the Trust’s policies and procedures.
Key Duties of the Role
- Process Subject Access Requests (SAR) in line with established processes and procedures ensuring compliance with current legislation and UK‑GDPR.
- Retrieve, collate and review patient information from both electronic and paper records.
- Receive and process complex and routine SAR requests from a variety of sources, including the general public, solicitors, police, local authorities, MPs and other NHS organisations.
- Provide a responsive and customer‑focused service.
- Communicate with internal and external colleagues (e.g., medical staff) professionally, using tact and diplomacy when dealing with anxious, bereaved or upset relatives.
- Liaise with medical staff to obtain professional opinion regarding potential detrimental impact of disclosure.
- Maintain attention to detail when preparing information for release, including redaction or summarisation in accordance with departmental processes.
- Apply judgement and knowledge of legal and medical terminology to ensure information is appropriately redacted prior to disclosure per current legislation.
- Use initiative when handling urgent requests, such as police requests without consent, seeking advice or escalating as required.
- Summarise information as part of the Quality Assurance process, following departmental protocols and SOPs.
- Collate SAR requests as directed by the Team Leader and disclose information in line with current legislation.
- Utilise all Trust patient administration systems to retrieve and collate SAR requests; for systems not available, communicate with those services to provide information (including radiology, GUM, dental, medical photography).
- Ensure appropriate proof of identity and authorisation is obtained in accordance with UK‑GDPR and the Access to Health Records Act 1990.
- Provide completed SAR requests in the requested format (verbal, paper or electronic), and ensure all electronic files are password‑protected.
- Plan and organise workload to meet expected targets and outcomes, prioritising court orders when necessary.
- Escalate any delays or issues in completing SAR requests directly to the supervisor.
- Maintain the SAR database and ensure records are updated.
- Ensure retrieval of information does not compromise data security.
- Offer routine advice and guidance to internal and external requestors on SAR processes to meet expectations.
- Communicate with requestors to clarify expectations and confirm completion.
- Ensure compliance with all protocols relating to SAR processes.
- Safely and economically use equipment and resources; monitor stationery levels and advise the Team Leader if low.
- Demonstrate and explain processes and procedures to new starters within the SAR team.
- Escalate concerns, issues and complaints beyond your scope to the Team Leader.
- Work as part of a team to provide an efficient and quality service at all times.
- Show flexibility to meet service requirements.
- Keep up‑to‑date knowledge of UK‑GDPR in relation to subject access.
- Maintain confidentiality and privacy at all times.
