Airswift has been tasked by one of our major Oil and Gas clients to seek a PMT Deputy HSE Manager, to work in their facilities located in Paris, FR.
- Contract Duration : 6 months renewable
- Work Location : Paris, FR.
- Start date : ASAP
- Work Schedule : Residential - 5 days of Service per week
Tasks to be performed
The Service Holder is primarily responsible within the Project of all the activities related to Health, Safety and Environment in compliance with the Group’s and Affiliate’s HSE policies, procedures, objectives and international standards.
Associated with his primary responsibilities, the Service Holder will also:
- Management, leadership, communication
- Define the safety part of Affiliate’s Long-Term Plan & annual budget;
- Coordinate the definition of HSE objectives and improvement actions; monitor, report and facilitate reviews with management;
- Prepare HSE costs associated to required HSE actions;
- Steer the improvement of Project HSE MS for the control of HSE risks associated with the Project’s activities;
- Promote the exemplary and visible commitment of management; provide requested coaching to managers ahead of HSE tours;
- Assist the Project Leadership Team in improving the Project’s HSE leadership and culture, oriented towards positive continuous improvements;
- Participate in the requests for promotion, communication and awareness raising to enhance the HSE culture;
- Coordinate the planning of joint HSE tours and HSE committee meetings; monitor (findings’ close-out included) and report performances;
- Facilitate Project’s reviews, PMT HSE committees’ preparation; attend packages’ HSE committee meetings.
Environment
- Enhance the environmental culture within the Project’s team;
- Foster and highlight initiatives for emissions' reductions and emissions' compensation during construction & operations;
- Consolidate a GHG emission reporting (construction & operations).
Contractors
- Oversee their HSE management in liaison with Project’s Control and packages;
- Identify early arising issues related to HSE, anticipate related risks and proactively prepare and implement mitigations plans in coordination with packages;
- Assist Packages in their HSE Readiness throughout all Project’s phases (e.g. Fabrication, Sail Away, Offshore, Hook-Up, First Oil).
Training, in liaison with Project’s HR, Cost Controller and packages
- Identify gaps in HSE trainings; coordinate yearly HSE training budget preparation and control budget performance;
- Organize missing HSE trainings; issue monthly progress reports;
- Deliver Project HSE induction for PMT personnel; ensure Packages specific induction is complying with Project HSE induction.
Emergency preparedness
- Coordinate the planning of HSE drills in liaison with the packages; monitor and report performances;
- Fulfil his / her assigned role in the Project’s Crisis Management Team.
HSE events’ management, information sharing
- Promote robust HSE events management; ensure HSE events are reported as per Project’s procedure;
- Be involved in investigations and ensure their quality; review reports (when not part of the investigation team);
- Ensure lessons learnt are cascaded; promote a learning culture (rather than a sharing culture);
- Champion the preparation, dissemination of Project’s HSE alerts / REX and good practices towards the Packages;
- Coordinate the preparation of the Affiliate monthly COREX meeting.
Monitoring, Audit & Inspection
- Manage the development and assurance of quality process for the reporting of HSE performances in the Project : data definition, collation, quality control, traceability, analysis and reporting (for both Safety and Environment);
- Coordinate the Project’s HSE reporting (daily, weekly & monthly) in conformity with internal rules, laws and regulations;
- Maintain database for HSE reporting. Ensure all activities are registered. Monitor the follow-up of cases and actions;
- Coordinate the planning of HSE audits in liaison with the packages; participate to HSE audits;
- Lead or participate to HSE audits (internal included) and inspections;
- Monitor and report performances (close-out included) of HSE audits.
Performance improvement
- Coordinate the preparation of the yearly the HSE improvement plan, its communication across the Project and monitoring throughout;
- Analyse the performances in relation to HSE objectives & improvement plan. Identify the axes and means for improvement;
- Promote the delivery of HSE (positive & reactive) impacts analyses in packages;
- Report the performances monthly (HSE report) and quarterly (HSE Committee meeting);
- Coordinate the Close Out Report.
Others
- Provide packages with advisory services in management and technical aspects in their day-to-day activities;
- Contribute to the development and application of innovative methodology, practices, initiatives, tools and techniques;
- Assist and advise Project HSE Manager for the management of Project’s HSE Management; carry out other duties assigned to him / her.
OBJECTIVES
- Implement and improve the Project HSE Management System to ensure a safe and environmental-friendly Project execution;
- Develop a strong safety and environmental culture within the team;
- Drive the Project’s team and Contractors towards high level HSE performance.
Technical Requirements
- Confirmed Engineer, or equivalent, with at least 10 years of experience in Oil & Gas projects in HSE related matters;
- Strong team spirit, field proven coordination and communication skills and recognized capability to work in a transverse mode;
- Problem solving mindset and solution driven attitude;
- Excellent communication skills, dynamism, high motivation, “out-of-the-box” thinking and ability to convince.
