Job Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Background

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, provides day to day support to Country Offices implementing WPHF Programmes, and ensures timely and quality monitoring and reporting.

In 2022, the WPHF Funding Board established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs) which is hosted by the WPHF Secretariat. The WHRDs window provides two types of support: (i) safety net grants that cover protection and livelihood expenses of WHRDs at risk from crisis and conflict settings (implemented together with INGO partners); and (ii) direct logistical support for participation of WHRDs in advocacy and decision‑making processes (implemented directly by the WHRDs window unit). Since its establishment the window has supported 1,045 WHRDs and more than 3,714 dependents through both protection and advocacy support.

Reporting to the Programme Coordinator of the WPHF WHRD Window, the Programme Analyst provides administrative and Programmatic support to the effective management of the Afghanistan Safety Net Stream under the WPHF WHRD Window by contributing to the design, formulation, implementation and evaluation of the window’s outputs and activities. The Programme Analyst supports the delivery of the Afghanistan Safety Net Stream WHRD window’s outputs and activities by analysing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the Programme and operations team, UN Women HQ staff, Government officials, multi‑and bi‑lateral donors and civil society ensuring successful implementation of the WPHF WHRD Window’s Safety Net Stream outputs and activities.

Key Functions and Accountabilities
  • Contribute technically to the development and implementation of the WPHF WHRD window’s strategies
  • Provide technical inputs to the design and formulation of Programme/project proposals and initiatives related to the Afghanistan Safety Net Stream of the WPHF WHRD Window;
  • Provide safety net related inputs to the annual workplan and budget as required;
  • Support monitoring of the implementation of the window’s safety net activities;
  • Provide technical assistance and capacity development support to the window’s partners
  • Provide technical support to oversee the implementation of the window’s safety net activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/programming support and trainings to partners as needed.
  • Provide technical inputs to the monitoring and reporting of the window’s project documents
  • Monitor progress on the window’s safety net activities under the Afghanistan Portfolio and support reporting against results and indicators;
  • Provide safety net inputs to quarterly reports, donor reports and other reports on outputs, results and outcomes.
  • Provide technical inputs to the management of finances of the WPHF WHRD window
  • Support monitoring of the budget implementation under the Afghanistan Safety Net stream, and the window’s activity expenditures, including INGO partner expenditures.
  • Provide safety net inputs to financial reports of the window.
  • Contribute to building partnerships and resource mobilization strategies
  • Provide safety net inputs to resource mobilization strategies for the Afghanistan Portfolio of the WPHF WHRD window and analyse and maintain information and databases related to the work of the WPHF WHRD window in Afghanistan.
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Provide inputs to advocacy, knowledge building and communication efforts
  • Provide technical inputs to background documents, briefs and presentations related to Afghanistan Portfolios of the WPHF WHRD Window.
  • Support the organisation of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products related to the Afghanistan Portfolios of the WPHF WHRD window.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications
Education and Certification
  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
  • A first‑level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/Programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience
  • At least 1 year of relevant work experience in development Programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in Women, Peace and Security is required.
  • Experience coordinating and liaising with government agencies and/or donors is desirable.
Languages
  • Fluency in English is required.
  • Knowledge of Dari and/or Pashto is desirable.
