Position Summary

Assigned as Resident Engineer or Chief of a significant Project Office, responsible for the administration and management of construction work assigned. Ensures timely and economical execution; proper quality and quantity of materials, equipment, and workmanship; adequacy of contractors' methods and operations; and that all work is carried out in accordance with plans and specifications. Work is performed by direct contract, troop construction, or indirect contracts through the Host Nation. Acts as Contracting Officer Representative (COR) or Administrative Contracting Officer (ACO) with specific authorized delegations.

Duties
  • Supervises the work of approximately 5–12 subordinate employees engaged in the overall management and surveillance of assigned construction projects. Plans and assigns work, establishing priorities and deadlines, considering the relative difficulty of the work and capabilities of employees.
  • Lead Resident Office in contract administration and supervision of an interdisciplinary team. Represent the organization at a variety of meetings, reviews, and conferences on large interdisciplinary projects.
  • Interpret contract specifications pertaining to construction phase to determine whether construction meets contract requirements.
  • Ensure contractor compliance with contract schedules, plans, specifications, and submittals to avoid delays in construction. Evaluate contractor quality control systems to ensure compliance with building code regulations.
  • Prepare various reports and correspondence such as progress payments, contract modification, delays in construction, etc., as related to field construction activities.
  • Conduct review of plans for conformance to Department of Defense standards, project criteria, and safety codes.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

Basic Requirements

For Engineers: Degree: Bachelor’s degree (or higher) in engineering. To be acceptable, the program must:

  • lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by ABET; OR
  • include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; properties of materials; or other equivalent areas.

OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnishes (1) thorough knowledge of physical and mathematical sciences underlying engineering, and (2) good understanding of the engineering sciences and techniques. Qualifying options include professional registration, FE exam, coursework, or related curriculum as described.

Specialized Experience

One year of specialized experience which includes: coordinating all phases of construction from reconstruction to final closeout; preparing documents and negotiating with contractors to issue construction modifications; obtaining compliance with plans and specifications; and providing technical interpretations of contract plans and specifications. This definition is typical of work at the next lower grade (GS-12).

A current Professional Engineer or Registered Architect license is highly desired and preferred.
