Role Summary

The Director General of Community Ministries (DG) is the senior diocesan leader responsible for the vision, strategy, and operational oversight of the Anglican Diocese of Ottawa’s Community Ministries. These ministries include Belong Ottawa, Centre 105, Cornerstone Housing for Women, the Ottawa Pastoral Counselling Centre, and the Refugee Ministry Office (RMO). The DG also serves as a key connector across diocesan departments (Finance, HR, Communications, Property) and primary advocate and representative of the Diocese in the wider social services, affordable housing, and community support sector.

The DG works closely with the Bishop, senior staff, ministry Executive Directors, and the Community Ministries Committee (CMC) to strengthen governance, advance strategic initiatives, and foster impactful partnerships with parishes, funders, community partners, and government agencies.

Key Responsibilities
  1. Strategic Leadership & Planning
    • Lead long-term strategy for Community Ministries in alignment with the diocesan mission and strategic plan.
    • Support Executive Directors in developing and implementing annual and multi-year year strategic plans.
    • Act as the primary bridge and advocate for the Community Ministries within the Synod Office, ensuring their needs, challenges, and priorities are effectively represented in diocesan planning, resource allocation, and decision-making.
    • Provide executive insight into funding models, long-term sustainability, and service development.
  2. Executive Oversight & Mentoring
    • Provide ongoing support, coaching, and oversight to Executive Directors
    • Lead executive-level recruitment and transition planning for Community Ministry Executive Directors.
  3. Governance & Board Relations
    • Serve as senior staff resource for the Community Ministries Committee
    • Support the governance and advisory boards of each ministry, mentoring Executive Directors and board chairs on governance best practices, fiscal oversight, and board recruitment.
    • Attend and contribute to the Board of Directors of Cornerstone Housing for Women
    • Advise on governance reform and policy alignment across ministries as approved by Synod and Diocesan Council.
  4. Refugee Ministry Office (RMO) Leadership
    • Act as Director of the RMO, supervising case managers
    • Approve monthly newcomer support disbursements and sign refugee applications as the Diocese’s SAH (Sponsorship Agreement Holder) signatory.
    • Maintain strong relationships with Immigration, Refugees and Citizenship Canada (IRCC), the Refugee Sponsorship Training Program (RSTP), and the RMO Management Board.
    • Guide strategic and annual planning with the RMO Management Board and represent the Diocese in refugee sponsorship networks.
  5. Financial Stewardship & Funding
    • Support the preparation and review of ministry budgets in collaboration with Executive Directors and Finance.
    • Ensure each ministry adheres to its approved operating budget.
    • Support funding applications and agreements to sustain and expand ministry services.
  6. Communications & Advocacy
    • Serve as primary liaison to the Director of Communications and Development, ensuring consistent messaging and storytelling across ministries and alignment with Diocesan initiatives.
    • Represent the Diocese publicly in community networks, interfaith coalitions, and with municipal, provincial, and federal partners.
    • Advocate on behalf of the Diocese and its ministries in key areas such as homelessness, refugee sponsorship, mental health, poverty reduction, and social justice.
    • Provide input to diocesan and ministry-level appeals, media engagements, and strategic communications campaigns.
  7. Community & Parish Engagement
    • Maintain strong, trust-based relationships between Community Ministries and the parishes that host them, ensuring smooth facility use through liaison committees and MOUs.
    • Visit ministries regularly to stay informed, support staff and volunteers, and represent the Diocese’s commitment to frontline service.
    • Strengthen parish engagement with community ministries through storytelling, partnerships, and volunteer opportunities.
  8. Senior Diocesan Leadership
    • Serve as a member of the Bishop’s Senior Staff and contribute to diocesan-wide strategy and operations.
    • Report to Synod on the state and impact of Community Ministries
    • Collaborate closely with peers (Finance, HR, Communications, Property) to ensure cohesive support systems and shared service delivery to Community Ministries.
Qualifications
  • Master’s degree in a relevant field (e.g., Social Services, Nonprofit Management, Theology, Public Administration) or equivalent senior leadership experience.
  • 10+ years of progressive leadership experience in complex not-for-profit, community, or faith-based organizations.
  • Demonstrated governance expertise and success in building and mentoring strong boards and executive leaders.
  • Strong understanding of the Anglican faith and governance or equivalent experience in similar church or faith-based settings.
  • Proven experience with strategic planning, community development, and navigating complex funding and partnership models.
  • Excellent relationship-building, communication, and advocacy skills, with the ability to work effectively across diverse stakeholders.
  • Commitment to social justice and the unique role of faith communities in addressing systemic inequities.
  • High professional integrity and ability to manage sensitive and confidential matters.
  • Experience working with vulnerable populations is considered an asset.
Working Hours

This is a full-time position, 35 hours, generally Monday to Friday, 8:30 a.m. to 4:30 p.m.
The role occasionally requires evening and weekend work to attend meetings, community events, or diocesan gatherings.
In keeping with current diocesan practice, Friday is designated as a work-from-home day, subject to operational needs.

Salary and Benefits

Lay salary range: $120,000–$135,000 annually.
Clergy salary range: As per the Diocesan Clergy Stipendiary Scale.

Start Date: January 1, 2026 or earlier, depending on candidate availability.
