Temporary Manager, Water Construction & Design

Location: Windsor, ON

ENWIN Utilities Ltd. is currently accepting applications for the vacant position of Temporary Manager, Water Construction & Design (Temporary contract until January 29, 2027).

Overview

Reporting to the Director, Water Engineering, the successful applicant will be responsible for assisting the Director, Water Engineering and Director of Water Operations in the administration and management of water distribution construction projects. This role supports the design, planning, organizing, approval, and delivery of water distribution infrastructure to ensure the safe, effective, and efficient distribution of water in accordance with ENWIN Utilities Ltd. specifications, Bylaws, and Ministry of the Environment, Conservation and Parks regulations and guidelines.

The Temporary Manager, Water Construction & Design is responsible for overseeing assigned staff, contractors, and consultants; improving annual job planning and scheduling; providing budget oversight; and fostering inter-departmental and inter-company collaboration. The incumbent will manage capital watermain programs, review and approve construction designs, ensure projects are delivered on time and within budget, and address stakeholder concerns related to water construction activities.

Responsibilities

  • Foster inter-departmental and inter-company collaboration.
  • Review and approve construction designs; ensure projects are delivered on time and within budget.
  • Address stakeholder concerns related to water construction activities.
Qualifications
  • University degree in Civil, Mechanical, or Environmental Engineering with more than five (5) years of similar or related experience; or a College level diploma with a minimum of ten (10) years of similar or related experience.
  • Professional Engineer (P.Eng.) designation or equivalent for the purposes of reviewing and approving construction design.
  • Management development courses or equivalent; Certificate in Water Main Design is considered an asset.
  • Knowledge of the Safe Drinking Water Act (SDWA) and related regulations.
  • Knowledge of the Occupational Health & Safety Act and applicable regulations.
  • Well-rounded knowledge of water distribution systems and water construction industry practices.
  • Demonstrated leadership, planning, project management, and budgeting skills.
  • Ability to resolve complex technical, operational, and stakeholder issues.
  • Excellent oral and written communication skills with the ability to collaborate across departments and external partners.
  • Strong computer skills including working knowledge of AutoCAD, GIS mapping systems, SAP, Word, Excel, and related applications.
  • Experience working in a unionized environment considered an asset.
  • Valid Class G Driver's License.
Compensation and Application

Salary Range for Qualified Candidates: $135,679 - $150,754
