This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position

Serve as the Chief of the Police Support Branch, responsible for supervising the Police Records, Logistics, Fleet Management, Traffic Collision Investigations, and Criminal Investigations sections.

Duties
  • Develop plans and schedules for subordinate supervisors to accomplish assigned missions.
  • Establish workflow based on priorities to provide productive and timely accomplishment of work, monitor work status and progress, and make assignment adjustments as required.
  • Initiate formal requests for filling vacancies for additional personnel to meet work requirements.
  • Develop and communicate performance plans, evaluate performance, and counsel subordinate supervisors; serve as the reviewing official on evaluations of non‑supervisory employees rated by subordinate supervisors.
  • Receive complaints and grievances, effect minor disciplinary measures such as warnings or reprimands, and recommend other action in more serious cases.
  • Perform near‑term and long‑range planning and analysis regarding logistics and equipment to ensure the Division meets mission objectives and taskings.
  • Develop lifecycle replacement and maintenance activity plans for all equipment assigned to the Division, ensuring equipment is replaced, upgraded or serviced within appropriate timeframes.
  • Analyze new directives issued by higher headquarters that impact law‑enforcement programs to determine necessary equipment and develop & oversee implementation of usage policies.
  • Provide advice and guidance to the Chief of Police and Director of Emergency Services on equipment planning and policy issues, recommend solutions and strategies to incorporate into Division practices.
  • Monitor and analyze crime and incident statistics to determine trends, developing recommendations for the Deputy Chief of Police on deployment of police assets assigned to the Support Branch.
  • Participate in investigations of violations of SOP by department personnel and recommend action to the supervisor.
  • Ensure lifecycle replacement of critical law‑enforcement equipment and provide Schedule 75 QLPR data for budgetary planning and execution.
  • Oversee the distribution of police reports and ensure distribution is controlled and conducted within legal and regulatory constraints.
  • Oversee and ensure timely response to police‑related correspondence that assists in taking administrative or legal action.
  • As a member of QRF, be trained in National Incident Management System (NIMS).
  • Perform duties in the capacity of a certified/qualified police officer and supervisor.
Requirements
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain an Individual Reliability Program certification in accordance with Army Regulation 190‑56.
  • Have or obtain and maintain a SECRET clearance.
  • Obtain and maintain CPR certification and Advanced First Aid.
  • Qualify semiannually with assigned weapons.
  • Subject to random drug testing in accordance with Army Regulation 600‑85.
  • Attend and successfully complete Law Enforcement Academy.
  • Be able to lift up to 40 lbs. in the regular performance of duties.
  • Complete a one‑year probation to assess ability to perform supervisory duties unless previously completed.
  • Successfully pass a Physical Agility Test (PAT).
