The Toronto Police Service is looking for a forward thinking and driven candidate with experience in leading digital transformation projects in a diversity of environments, combined with proven problem-solving skills to aid in the identification of root cause issues and develop creative solutions.
Reporting to the Manager, Data Management, the Solutions Architect - Data will be responsible for leading the design and execution of the Toronto Police Service technical data strategy for the Digital Program and other related initiatives. Working closely with teams across the organization this role will develop, visualize, implement, and maintain an overall organizational data architecture to support TPS product lines and related operations. The architecture includes data model designs, database development standards, implementation and management of data design practices across datamarts, warehouses, Application Programming Interfaces (APIs), and analytics systems.
The Solutions Architect Data has thorough knowledge of data privacy, security, and legislative requirements to ensure the data architecture is designed accordingly and to automate the requirements wherever possible. The role is also responsible for ensuring that data designs support TPS platforms and digital transformation with an emphasis on the governance and evaluation of Artificial Intelligence (AI) and Machine Learning (ML) applications. Required to lead teams and collaborate effectively with stakeholders.
Furthermore, the Solutions Architect Data will design, lead, and implement projects and deliverables. Tey will lead teams and collaborate effectively with stakeholders and supervise junior staff and assigns tasks.
Leads TPS data architecture efforts including data model design, database development standards.
Creates, implements and maintains data mesh / fabric, knowledge graphs and related tools for the Service.
Informs the implementation and management of datamarts, warehouses, APIs and analytics systems.
Collaborates with stakeholders on data security, retention, classification, and use to define data standards.
Supervises team members and assigns tasks, responsible for team performance.
Informs standards of end-to-end data lifecycle use including platforms, data models, and solution testing.
Leads the creation of data processes, standards, and methods across data use cases.
Writes professional data system design documents.
Liaises with external data partners and other data specialists to maintain current knowledge and collaboration opportunities using data.
Supports in AI / ML application review and design.
Proactively manages vendor partners, business and technical subject matter experts.
Collaborates with subject matter experts, Command members, partner agencies and community stakeholders.
Responsible for ongoing collaboration to ensure successful implementation and sustainability of the Platforms and Digital transformation strategy.
Exercises professional judgement, strategic thinking, and skill proficiency to propose, support, and / or complete simultaneous complex projects.
Provides required updates using accessible project management tools and proven methodologies to the PMO Manager, CTO, Digital Program Manager, and other stakeholder groups as required.
Develops, prepares and leads the maintenance of up-to-date data artifacts including :
Identifies alignments of data architecture efforts with the Service s strategic priorities and goals.
Leads teams during project implementations. Motivates and engages team members, conveys clear expectations for assignments and holds people accountable for achieving their goals.
Establishes and supports project-working groups and steering committees as required, including creating terms of reference, scheduling and chairing meetings.
Documents project benefits, challenges and lessons learned.
Documents minutes of meetings and action items in a timely manner.
Performs typical duties inherent to the position.
An undergraduate degree in a related field (Computer Science, Engineering, or Analytics) or an approved equivalent combination of education, training and experience.
A certification in Data Modelling is preferred.
Minimum 5 years of experience, which includes :
Familiar with data lake, data fabric & mesh, architectures.
Knowledgeable in big data solutions based on open-source technology and familiarity with Hive, Python, Hadoop.
Comfortable with ambiguity and conversant with the application of methodologies to bring structure to projects.
Understanding of policing would be considered an asset.
Familiar with cloud-based platform technologies and how these can be composed into robust solutions.
Familiar with Service Design principals.
Possess strong oral and written communication skills.
Effective troubleshooting and problem-solving skills to aid in the identification of root cause issues and develop creative solutions. Proven ability to transfer knowledge both within and between business units.
Strong business understanding and ability translate operations into data designs.
Strong ability to balance trade-offs and drivers across multiple areas that impact data architecture decisions.
