The ideal candidate will have thorough knowledge of construction techniques, materials, methods, project scheduling, principles and practices related to building construction combined with strong presentation and interpersonal skills to deal effectively with internal and external stakeholders.

What can I expect to do in this role?
As Senior Project Manager, you will be responsible for overseeing major construction, renovation, and rehabilitation programs related to a portfolio of assigned TPS facilities, buildings and re-construction programs. You will ensure project management and client control is effectively administered over the design and construction of all Service facilities and building modifications. You will also provide client liaison, advice and guidance and monitor project requirements vis a vis the work of outside engineers, consultants, contractors and suppliers etc. You will provide mentorship and guidance to direct report(s).
Duties and Responsibilities :
- Represents the interests of the Service and provides effective technical liaison and project oversight for all TPS capital construction projects, major facility renovations and related building alteration / rehabilitation programs; acts as TPS representative to ensure the proper design and construction of facilities.
- Co-ordinates the schedules and budgets as detailed in the capital program; prepares and monitors schedules, graphs and maintains accurate records of development and budget for all assigned projects.
- Communicates with communities, TPS staff, City staff, architects / engineers and construction managers concerning the design and construction of facilities.
- Ensures work completed by consultants and contractors is executed in accordance with relevant legislation and approved project drawings and specifications.
- Prepares business cases related to new TPS facilities to support the Capital Program and the budget for new facility requirements; prepares and updates the TPS Long-Term Facilities and Infrastructure Plans.
- Ensures necessary information is gathered and maintained to support management information required (i.e. cost sheets etc.); applies project management concepts to ensure proper monitoring and control of capital projects (including related contracts) and report the same; takes action to resolve issues in a timely manner.
- Co-ordinates documentation, including all correspondence from architects, engineers, building inspectors, contractors, consultants and sub-contractors; ensures the securing of all necessary regulatory approvals as required by government agencies to enable projects to proceed (i.e. site plan approvals, re-zoning and Committee of Adjustment applications, permits etc.)
- Monitors and analyzes the impact of project deferrals / re-scheduling vis a vis client groups and consults with building inspectors, contractors and other authorities associated with assigned projects; assists in the resolution of delay claims and disputes that may arise through the execution of construction activities.
- Prepares tender calls, evaluates responses, makes recommendations, coordinates the development and liaises with consultants with respect to the preparation of specifications / documents; edits reports and project documents for all approved projects and performs ongoing monitoring with respect to progress of construction and reporting.
- Monitors all construction projects with respect to Health and Safety regulations, maintains records on infraction and accidents in the event of litigation, and ensures any corrective action required is taken.
- Reviews the conditions of constructed assets to ensure repairs and rehabilitation maximizes the life span of the asset; liaises and maintains a close and effective working relationship between contractors, consultants, suppliers and building inspectors regarding all site construction and warranty periods; prepares timely and detailed records, schedules, status reports and initiates the correction of deficiencies, warranty items etc.
- Provides guidance and mentoring to all direct report(s) and other related duties as assigned
Education / Experience :
- Successful completion of post secondary education in architecture, civil / mechanical engineering, project management or other equivalent combination of education and experience.
- Minimum 5+ years of extensive experience delivering multiple high-value, complex, and diverse projects concurrently from inception to completion in project management role and / or facility construction role within a large organization(s).
- Thorough knowledge of construction techniques, materials, methods, project scheduling, principles and practices related to building design and construction; additionally, be experienced with contract law, varying types of procurement and capital planning.
- P.Eng., OACETT and / or PMP certifications are considered assets.
Skills / Competencies :
- Strong administrative and budgetary skills involving both capital and operating budgets combined with a good knowledge of City standards and policies especially as they relate to capital projects.
- Broad knowledge of applicable codes and government legislation such as the Occupational Health and Safety Act and Regulations, the Construction Lien Act, National Fire Code, Ontario Building Code, Construction Standards Association, etc.
- Highly developed conflict resolution and problem-solving skills
- Excellent communication, presentation and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors and the public. Must be able to effectively present / speak to target groups
