Job summary

A rail services company in Toronto is seeking a Senior Compliance and Safety Manager. This role requires navigating Safety and System Assurance standards in Fleet Maintenance operations. You will manage regulatory compliance and risk control strategies, providing leadership to a team while ensuring safety protocols are met. Ideal candidates have 7 to 12 years of experience in Rail Transit industries and strong communication skills.

Qualifications

  • 7 to 12 years in senior Health & Safety, Assurance, and Compliance positions in Rail Transit industries.
  • Minimum of 5 years in a senior leadership role.
  • Strong knowledge of the Canadian Method for Risk Evaluation and Assessment for Railway Systems (CMREA).

Job description
Overview

The Senior Compliance and Safety Manager will be responsible and accountable for the correct application and compliance with the Safety and System Assurance standards and the CMERA, for the Metrolinx Legacy Fleet Maintenance operations. This role will report to the Head of Fleet Maintenance and to the head office, and will also support the Project Co (PCo) Chief Safety Officer as related to Fleet Maintenance activities. They will be responsible for preparing and executing actions relating to the Health & Safety Management System, System Safety and Quality & Environment, which will be completed by creating and monitoring KPIs and best practices. In addition, this individual will be required to design and instill processes that are compliant with contractual requirements.

Responsibilities
  • Govern, manage and direct all Safety and Compliance aspects of the project including Health and Safety as well as System Safety
  • Ensure compliance of all regulations established by all levels of government and agencies
  • Make sure the project is compliant will all aspects of Health and Safety, Environmental, System Assurance and Quality.
  • Develop a method to calculate regulatory compliance for the project, monitor for changes in regulation and confirm project exceeds expectations
  • Present and implement risk control and mitigation strategies.
  • Follow all federal, provincial safety regulations and standards.
  • Support implementation of robust continuous improvement program for the project, and identify areas for improvement.
  • Support the implementation of new concepts in both preventative and corrective maintenance activities
  • Manage the Quality Assurance within the organization ensuring they perform with the proper resources and diligence
  • Advise Upper Management of any developing issues or potential issues that could arise, in a timely manner.
  • Produce timely and quality periodic reports / analysis that are required at the Senior Manager level
  • Investigate, analyze and report on safety risks, hazards, NCRs, Railways Occurrences, security incidents and such.
  • Provide support and input to matters related to system assurance, product acceptance, engineering safety and assurance cases or any related matters.
  • Interaction and support to PCo/Client System Safety Committees, Independent Safety Assessor (ISA) and Certification committee.
  • Ability to create, track and present overall Key Performance Indicators (KPIs) to measure success as per project requirements.
Qualifications
  • University degree in Management, Engineering or Administration / Operations
  • Diploma or degree in Health & Safety and Quality (Six Sigma Training or certifications Green or Black belt)
  • 7 to 12 years in a Senior level Health & Safety, Assurance and Compliance positions, in Rail Transit industries
  • Minimum of 5 years in a Senior leadership role
  • Understanding of the Reliability, Availability, Maintainability and Safety (RAMS) process
  • Good understanding of the International ISO norm including but not limiting to ISO 14001, ISO 45001, ISO 15288, ISO 22341 and ISO 9001. EN 50126
  • Experience in dealing and being accountable for results and overall performance.
  • Superb communication and people management skills and impeccable ethics
  • Excellent problem solving, project management and planning/organizing skills
  • Strong knowledge of the MS Office suite.
  • Knowledge of the Canadian Method for Risk Evaluation and Assessment for Railway Systems (CMREA)
  • Understanding of Railway Safety Management System Regulations & Passenger Rail Transportation Security Regulations.

  • Previous experience working on a live Operations and Maintenance environment with multiple stakeholders.
  • Experience working with Metrolinx, GO Transit
  • Experience working in a Unionized environment.
  • Experience in leading a team of people working at multiple sites, as part of a large project organization.
