Supports the business / group leader in the effective implementation, maintenance and administration of first line of defense (1st LOD) programs (e.g., operational risk, AML, compliance, regulatory, etc.), including overseeing business operations within the jurisdiction to ensure adherence and efficiency. Contributes to a strong risk management culture through collaboration with other first line employees, and second & third line functions to ensure Compliance, AML or operational risks are identified, mitigated, monitored and reported on an ongoing basis.
Responsibilities
- Support multiple, varied business units with corresponding number of regulators; monitor and advise on management of risk requirements within the defined risk appetite.
- Manage / support large / complex risk programs / frameworks / projects / initiatives to ensure risks are appropriately mitigated and regulations adhered to.
- Monitor industry and legislative developments and continuously update programs to ensure they are competitive and effective.
- Support regulatory compliance issues by interpreting requirements and identifying, analysing and addressing resultant gaps and issues, including change initiative reviews.
- Understand identified risk exposures and support development of action plans required to mitigate identified risks.
- Act as a subject matter expert in the evaluation, development and implementation of an internal control system.
- Support execution of strategic initiatives in collaboration with internal and external stakeholders; build effective relationships with stakeholders.
- Break down strategic problems, analyse data to provide insights and recommendations; develop change management plans and lead or participate in change activities.
- Monitor to ensure 1st line jobs follow defined processes and procedures; develop and maintain procedures and communicate changes.
- Design measurable sustainment strategies and prioritize opportunities; track exceptions and approvals.
- Facilitate training to ensure business unit employees understand requirements; provide quality control for investigations, self-reports, examinations and reviews.
- May act as Primary Business Unit Compliance Officer (BUCO) and / or Anti-Money Laundering Reporting Officer; accountable to meet program requirements.
- Build awareness, knowledge and skills to promote a culture of risk identification and management; support 1st LOD program execution in compliance with second line direction.
- Interpret and advise on application of regulatory and internal risk management requirements; identify and manage risk exposures for the business / group.
- Identify, investigate, analyze, document & mitigate program risks; raise issues to senior leaders as needed; analyze program effectiveness and recommend adjustments.
- Support audits / regulatory examinations and assist in action plan development; assist in training and awareness programs.
- Focus is primarily on the business / group within BMO with potential broader enterprise focus.
Qualifications
- Typically between 5 - 7 years of relevant experience and a post-secondary degree in related field or equivalent combination of education and experience.

Compensation and Benefits
- Salary : $69,000.00 - $129,000.00; Pay Type : Salaried.
- Salaries will vary based on location, skills, experience, education and qualifications for the role; may include a commission structure.
