Venor is proud to partner with our client, Complex2Clear (C2C), and lead the recruitment for an experienced Proposal Manager to lead complex RFQ and RFP responses for major Public Private Partnership (P3) projects across North America.

C2C is a bid response consulting firm providing end-to-end support for P3 and other APF proposals. C2C teams have supported public and private sector DBFOM bids in a wide range of industries including IT, communications, water treatment, passenger rail, urban transit, linear and institutional infrastructure, and power generation. Over the past decade, they have supported clients in pursuits totaling over $18 billion.

What You’ll Do :

• Take ownership of end-to-end RFQ and RFP proposal management for consortium-led projects.
• Anticipate roadblocks and proactively solve problems to keep projects moving smoothly and on schedule.
• Coach consortium teams, lead workshops, and manage deadlines and deliverables with foresight.
• Create and manage scopes of work, responsibility matrices, and guiding documents to keep complex submissions on track.
• Facilitate virtual and in-person meetings with senior executives, demonstrating presence, professionalism, and calm conflict resolution.
• Review, edit, and synthesize content from multiple partners to ensure compliance, responsiveness, positioning, and clarity.
• Ask the right questions and challenge assumptions to uncover strengths and position the consortium more effectively.
• Collaborate with designers and specialized contributors to produce compelling final submissions.
• Conduct post-project debriefs to continuously improve C2C’s best practices.

What You Bring :

• Proven track record managing large-scale proposals from RFQ to RFP submission.
• Experience in P3 projects, ideally within social infrastructure or linear projects.
• Strong skills in synthesizing complex information into clear, persuasive content.
• A natural curiosity to dig into details, ask “why,” and uncover opportunities others miss.
• A proactive mindset, with the ability to see around corners and resolve issues before they become challenges.
• Comfort working under strict deadlines with minimal oversight.
• Proficiency with MS Office (Word, Excel, PowerPoint) and Adobe Creative Suite (InDesign).
• Familiarity with co-authoring and document management tools (SharePoint, Procore, ShareFile, Teams, etc.).
• High emotional intelligence and the ability to manage conflict and foster collaboration.
