A healthcare infrastructure organization in Halifax is seeking a Project Manager for the Halifax Infirmary Expansion Project. The role involves overseeing all project phases, managing teams, ensuring compliance with safety and quality standards, and engaging stakeholders. Candidates must have a degree related to construction or project management and at least 5 years of relevant experience, with strong skills in budgeting, scheduling, and stakeholder engagement. This is a five-year term position.
The Project Manager will support Build Nova Scotia's Project Delivery team managing the Halifax Infirmary Expansion Project (HIEP) project and collaborate with the various integrated project Work Streams Groups and Stakeholders. The Project Manager will report to the Project Director. This is a five (5) year term position.
Planning and Delivery : Oversee projects through all phases of development, including Planning, Request for Proposal (RFP), Design, Construction, Commissioning, Transition to Operations, and final transfer of responsibility to operational teams. Manage the planning, design, and construction of large and complex healthcare infrastructure projects, collaborating with diverse stakeholders, workstreams, and multidisciplinary project teams. Conduct construction field reviews to ensure compliance with design specifications, safety standards, and regulatory requirements. Lead quality assurance activities and ensure timely identification, documentation, and reporting of deficiencies, coordinating corrective actions with contractors and relevant parties. Recommend and support strategies for effective contract management, including negotiation of changes and variations to contractual agreements. Supervise and mentor a team of Project Coordinators / Officers and liaise with contractors, consultants, internal departments, and government agencies to ensure alignment and collaboration. Review project cost and schedule baselines; monitor progress and performance; assess compliance with approved budgets and timelines; identify risks and issues, and facilitate timely resolution. Maintain continuous engagement with stakeholders through scheduled meetings and ad hoc discussions to ensure consistent information flow and adherence to project tracking protocols. Conduct comprehensive risk analyses, identify root causes of issues, and support the development of mitigation and recovery strategies to maintain project momentum. Manage progress measurement, earned value reporting, implementation of change orders, and oversee change management processes. Review and evaluate construction claims, assess their validity, and determine impacts on project scope, schedule, and budget. Drive continuous improvement, process optimization, and quality management initiatives to enhance project delivery outcomes. Demonstrate leadership competencies and uphold organizational policies and procedures. Ensure effective management of human and financial resources by setting performance targets, promoting diversity, equity, and inclusion (DE&I), and fostering a respectful and healthy workplace. Build and maintain strong relationships with internal teams, external stakeholders, and support-service organizations to mitigate risks and ensure successful project outcomes. Monitoring And Reporting: Translate project performance data into clear and actionable progress reports and dashboards, providing detailed analysis of schedule performance, key performance indicators (KPIs), forecasted timelines, risks, and recommended mitigation strategies. Prepare milestone tracking and forward‑looking reports to support the Project Director and stakeholder teams in meeting critical project deadlines. Contribute to the enhancement of scheduling methodologies, contractor performance evaluation, and reporting standards to improve overall project delivery and accountability. Processes: Provide strategic input and recommendations to senior leadership to support the optimization of project management practices. This includes developing and refining policies, procedures, methodologies, and tools, as well as performing quality assurance reviews of these processes. Collaborate with the Project Management Office at Build Nova Scotia to implement, and continuously improve project management frameworks, ensuring alignment with organizational goals and public sector standards.

The redevelopment plan includes major expansions and additions to hospitals and health services in communities across the Province, including throughout the Halifax and Cape Breton Regional Municipalities. Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial, Victoria and Dickson buildings on the Victoria General (VG) site of the QEII. Master planning for the redevelopment program is focused on modernizing the health care system to ensure the needs of Nova Scotians remain at the heart of our delivery of best‑in‑class services. Together, the redevelopment projects will help support the health care of all Nova Scotians today, and for future generations.
