Overview

Hourly Pay rate W2: $62 per hour.

Duration: Estimated 1 year with option to extend based on funding availability.

Work Location: This is a remote position, but the candidate may be required to be on-site occasionally. Therefore, the ideal candidate will be located in the Bay Area.

Project Overview: The San Francisco Human Services Agency (SFHSA) provides food, health care, financial, employment, childcare, and protective services to individuals, families, and communities in San Francisco. In response to direction from federal agency partners, SFHSA implemented a new statewide automated welfare eligibility system, called CalSAWS, on October 30, 2023. CalSAWS is the case management system for eligibility staff that provides CalWORKs, CalFresh, Medi-Cal, Foster Care, Refugee Assistance, and General assistance. Its major functions include eligibility determination, benefits calculation, benefits issuance, and information management. In addition, the CalSAWS ecosystem of apps and tools include a public-facing online portal, document imaging, lobby management, task management, and call center.

CalSAWS is a highly complex system that supports not just core eligibility determination and benefit issuance but also operational processes such as task management, lobby management, document imaging, and data/analytics. It supports complicated federal, state and county rules that govern how public assistance programs are administered. It is a mission-critical system in that it is used to determine an individual\'s eligibility to benefits as well as facilitates the issuance of financial, food, medical, and other services. CalSAWS is used by over 1,000 end-users and contains over 250,000 client records. Hence, it is important that problems with the system and related business processes are addressed in a timely manner to ensure minimal disruption to client services.

Job Description: Client is seeking a single resource who can fulfill a Project Manager/Business Analyst role to provide a range of services to assist in the stabilization and support of the newly implemented applications and tools within the CalSAWS ecosystem. The client is putting emphasis on the resource\'s ability to lead initiatives and provide recommendations for program improvement. Desired experience in social services or similar systems. Seeking a highly motivated project manager/business analyst with public sector experience and a focus on social services systems.

  1. Project Management
    • Lead and own project initiatives for program improvement.
    • Detail design analysis and review.
  2. Business Analysis
    • Identify opportunities for improving business processes through automation and assist in the preparation of Change Enhancement Requests to propose new requirements. Interface with users to determine system needs and/or within process gaps where the system intersects with operations.
    • Issue Analysis and Recommended Solutions
    • Business Process Reengineering by working with the various business units to review and redesign their current business processes resulting from the implementation of the CalSAWS System, and propose changes to operations and procedures that are required to implement redesigned processes.
    • Identify areas of improvement, redundancies, inefficiencies, and inconsistencies, and recommend solutions that offer the highest potential impact to meet target performance outcomes.
  3. Social Services / Public sector qualifications
    • Understanding of social services/public sector systems. Some knowledge/understanding of platforms such as CalSAWS, CalWIN, Merits, and/or other similar eligibility or case management systems.
