The Project HSE (Health, Safety & Environment) Manager is expected to partner with project teams to support the consistent application of the Clark Builder’s HSE Management System, regulatory requirements, and project-specific safety expectations across the project site. They will actively contribute to the enhancement of the company’s HSE programs, promote a strong safety culture through the delivery of effective training, and provide guidance on the management of environmental documentation, hazardous materials reports, and site conditions. This role requires strong communication and leadership skills to influence safe work practices, educate field personnel, and support operational teams in building safe, compliant work environments.

This role reports directly to the Regional HSE Manager, with functional oversight provided by the Project Senior Superintendent.

Duties & Responsibilities
  • Lead, direct, and enforce Health, Safety & Environment (HSE) on a single construction project, based on safety staffing requirements as defined by Clark Builders HSEMS policy.
  • Manage and mentor Project Safety team, align individual employee goals to project and company objectives, and may participate in hiring process and onboarding. Deliver timely performance feedback for direct reports, contribute to performance appraisals during annual performance cycle, utilize talent management systems, and identify appropriate training to help with development needs.
  • Build working relationships with project teams to lead and direct assigned HSE programs to implement cultural changes in safety practices.
  • Build and maintain strong relationships with external stakeholders, including partners, vendors, and community organizations.
  • Assess project HSE practices and known and potential safety related exposures, develop and implement action plans to mitigate risks and drive changes to improve project team safety awareness and activities.
  • Communicate requirements for improving performance to project leadership and team to adopt and adhere to changes using job specific safety standards, best management practices, and HSE policies and procedures.
  • Lead training of HSE safety policies and procedures, and environmental operational programs with project leadership and team, including non-Clark Builders staff (e.g., joint venture partners, Trades, subcontractors).
  • Review and interpret environmental and hazardous materials reports and conditions, Jurisdictional OH&S and Environmental regulations specific to environmental hazards (e.g., storm water, mold, asbestos, PCBs, lead), inform HSE leadership, follow Environmental Operations policy, and provide guidance to project team.
  • Develop and implement safety, health and wellbeing programs for benefit of entire project team.
  • Develop reports to explain project safety performance and present findings at project meetings and to relevant stakeholders.
  • Assist with negotiating contracts with vendors for safety services, off-site occupational health facilities, and on-site wellness/medical services
  • Other activities, duties, and responsibilities as assigned
Qualifications & Experience
  • Bachelor’s Degree from accredited degree program in Occupational Safety & Health, Engineering, or related field of study, and minimum of 10 years of related construction safety experience, or equivalent combination of education, training, and experience
  • CRSP or CSP certification required or within 12 months of appointment to this position
  • Standard First Aid with AED certification is required for this position
  • Knowledgeable of Federal, Provincial/Territorial, and local Environmental Health & Safety regulations
  • Working knowledge and application of safety/environmental principles and techniques
  • Demonstrated experience leading and managing cross functional teams through complex, multiphase projects, with a strong preference for work in healthcare environments
  • Cross-functional knowledge of general construction operations
  • Experience in incident management and response, ability to assess construction processes to identify known and potential safety related exposures and lead implementation of corrective actions
  • Management experience with ability to delegate and direct work of others

The employee must regularly lift and/or move up to 15 pounds and occasionally lift and/or move up to 50 pounds.

Work Environment

The work environment described here reflects conditions encountered on the Red Deer Hospital Project. Employees regularly work on an active healthcare construction site with exposure to moving equipment, elevated work areas, airborne particles, weather conditions, and typical construction-related hazards. Noise levels range from moderate to loud depending on site activities. At times, duties may be performed in office or administrative settings where noise levels are quiet to moderate. Work must be carried out in full compliance with company safety policies, hospital operational requirements, and all applicable regulations.
