Project Director – SaaS Modernization Program

Location : Hybrid

Type : Long-Term Contract (Funded through end of 2026)

SUMMARY

We are seeking a Project Director to lead a complex, large-scale Offender Management System (OMS) modernization initiative. This program involves replacing a legacy mainframe system with a modern SaaS-based solution, requiring coordination across internal IT leadership, multiple vendors, and diverse stakeholder groups.

The ideal candidate will possess deep experience in legacy system overhauls, government technology projects, and cross-functional program delivery using both Agile and Waterfall methodologies. This role requires strong leadership, stakeholder management, and risk mitigation skills, along with the ability to deliver results in high-stakes, multi-agency environments.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Serve as the primary point of contact across multiple stakeholders and vendors, managing priorities and expectations.
  • Oversee full project lifecycle : initiation, planning, execution, monitoring, and closure .
  • Lead collaboration between IT teams, business stakeholders, and external solution providers to drive outcomes.
  • Maintain and update all core project documentation, including charters, roadmaps, reports, and communication plans.
  • Resolve risks, conflicts, and scope changes proactively with minimal oversight.
  • Provide regular performance updates to executive stakeholders and sponsors.
  • Manage budget, schedules, scope, resource allocation, and quality assurance.
  • Ensure vendor accountability and compliance with defined KPIs and deliverables.
  • Champion change management and system adoption efforts across teams.
  • Support PMO initiatives through mentorship, process refinement, and best practice sharing.

EDUCATION / EXPERIENCE

  • Bachelor’s Degree required; Master’s preferred.
  • PMP or equivalent certification preferred.
  • 10+ years of project management experience leading enterprise-scale IT initiatives.
  • 3+ years managing multi-vendor or criminal justice / public safety-related technology programs.
  • Experience with SaaS migrations, legacy system modernization, or digital transformation is essential.

KEY SKILLS

  • Advanced use of project management tools : Microsoft Project, Visio, Excel, SharePoint, Planview.
  • Strong understanding of public safety or enterprise-level case management systems.
  • Proven success leading highly visible, cross-functional programs .
  • Exceptional communication skills with ability to interface across technical and business domains.
  • Agile and Waterfall project delivery experience.
  • Strong stakeholder and vendor management capabilities.
  • High adaptability, emotional intelligence, and strategic problem-solving mindset.
  • Comfortable presenting to senior executives and steering committees.
